A lengthy session of the city
council w.i'i held iti the chambers
last evening.
The city surveyor mad. a report
that be had completed a a survey
and prolile of the Scio road from
the east end of Fourth street to
the outskirts of thecity and recom
mended that no permanent im
provements be made until the
road is straightened. The matter
was referred to the committee on
streets and public property with
instructions to reorl at the next
regular meeting of the council.
Petition of 1. Peam and others
that a sewer be constructed at the
corner of Third and Jackson
streets, was referred to the com
mittee on st reels and public prop
erty. Petition of W. W. Crow.ler and
others to haveSixth street between
Montgomery and Jackson streets
graded and graveled, was referred
to the committee on streets and
publit: pioperty.

roaming the streets after the hour

from April lit to October 1st, shall
he titled not less than nor more
than toll, or imprisoned in the
city jail lot less t ban two days cr

A decide, 1 sensation, which
threatens to separate a hitherto
happy couple of this city and re
sult in au ugly charge of bigamy,
has developed recently. About a
year ago M . C. Bingham and Miss
Hannah Warren were united in
the holy bonds of wedlock, and
thereby hangs a tale.
It has recently been rumored
thai Mr. l'iiigham had a wile in

divorced, lie had joined the
Presbyterian church since coming
to Albanv, was a good inechanic

Recently, however, a letter was
received from a former wife in
Alpine, Michigan, itiiiiiiing alumt
her recreant husband. It was re
ceived by the pastor of the church
and na'tnally caused an explosion.
The eastern writer wrote that
they had never been divorced, but
that Pihgham had signed au agree
inehl to pav her .fS'i per year tu
help support their child, which
he had tailed to do, and she w rote
lo an Albany lawyer to colli ct the
money. The church is investigat
ing the allair, as well as the pro
secuting attorney, and some de
velopments mav be looked for.

The forming of a dairy associa
tion and the establishment of a
dairy farm has been discussed t-on-si.ierablv
during the past three
weeks; it isadmilted by everyljodv
tnat it is just w hat Linn county
wants. It is an enterprise which
will betielit everyone in the coun
ty and hurt no one il is therefore
entitled to a warm and hearty
support.
The Linn county grange took
this matter up in their last, meet
ing and apKintcl a committee to
confer with the lindel si'ned to get
the details. After the meeting tint

circumstances.

farm to get free information about
how to make line butter, how to

ouantitv, what breed of cattle to
keep, what crop to grow . therefore
the model dairy farm must give
information about butter making,
breeding, feeding, relation of crops,
etc.

Linn county. It is proposed to
select twenty men in dill'erent
parts of Lirn county, each to
secure lifty shares. No one per-1
son can own or control nure than
ten shares .
What does Mr. Schmidt ask as
salary if the association is organ
i.ed, and he is chosen dairy com
missioner for Linn county'.'
Mr. Schmidt asks nothing but is
satisfied to leave it entirely with
the managing hoard and the. share
holders, and let it solely depend
upon the success of the enterprise
and if the shareholders should
desire to bind .Mr. Schmidt for
several years, he is willing to give
the stock company security to
show his intention is l' a.ie in
earnest.
To further the work of the
managing hoard Mr. Schmidt offers
under their direction to carry out
their plans in their practical work
ings, but will not have anything
to do w ith handling of the share
holders money which must be left
solely to the treasurer, and with
out other coinpensa'ioii than
covering of direct expenses and i
the institution can be ready for
operation in three months. Now
let us go right to work ; we expect
the cities to help the country then
the country again in return will
help the cities. Please do not say
we have not got the money.

arrested yesterday and brought to
Ibis city on a charge of incest, pre
ferred by his 17 year old daughter,
Abbie Maxwell. He was arrested
at his home by Constable C Ci.
Hurkhart, who wfs accompanied
by A. W. McLair. The father,
who is about 5J years of age, did
not seem surpiised. His wife,
however, threatened to kill herself
if her husband was taken away.
but changed her mind.
The ciime is a most revolting
one. The story of the girl is that
her father commenced his in
human treatment live years ago,
when she was but a little over
tweive yeais old. She told her
mother about it, but the latter was
too weak minded to prevent the
desires of her brutal husband, nid
he continued the practice until the
girl heiself, out of shame of herself
and parents, made complaint to
procure her father's arrest.
Maxwell denies that he com
mitted the act, and said he did
not want any attorney and would
make no defense. The girl's story
is no doubt true. The terribleout
ii ge upon her has caused her to
look like a woman ."0 years old,
but she seems bright mentally.
Maxwell was arraigned before
Justice Humphrey, ami the case
w ill come uji for trial at ! . M. to

P. Wyatt will appear for the state.
