A citizens metiii should be t ailed to discuss the amending of the. city charter at the approach session of the legislature. The people ought to know what sort of an act is to Ite passed, and should at least act in conjunction with the tily council in proposing it. TWa question ought to be dis cussed and pome definite plan out lined. The only satisfactory way to do this is by a public meeting of citizens. It would be in place for the city council to a i such a meeting at the aij urned meeting of the council to morrow evening, as the time is shott and action to W effective iniiat lie prompt. Citizens gener ally demand that in amending tht city charter, enlarging the poweis uf the council, the people should have a voice, and as all are work ing to a common end the advance ment and progrtes of the city, there should be a unanimity ol action, and the demands of the fieople should not he disregarded. Let a public meeting )w called at an early day to discuss this ques tion uf amending the charter, in order to arrive a satisfactory and harmonious solution of the problem. voice and menacing gesture, denounces the measure as the most tyrannical and the least 'patroitie on record. Every harangue is made to empty benches. Two or three democratic colleagues are napping in their chairs and as many republican opponents are writing letters, reading newpapers or chatting together. Nobody on the floor listens on either side. The speeches may be read the next morning in "The Record," but not the alightsat attention is paid to them when delivered. Senatorial courtesy licenses abso lute inattention and indifference to debate. Gr "W SIIMilPSOISr -HAS A FINE LINK OF- Tue cry has been raised and reiterated that the terrible McKin Iry bill would cause all foreign nations to loycoti the World's Fair, but those assertions are like all Mie others that have been made for partisaii purpose only, and areeiactly the reverse of the truth. Tue Cl ronicle learns that the tiguB are multiplying that the foreigner will take as great an In terest in our World's Fair as he has taken in any other similai exhibition. We are certain of U.tving a line Chinese and Japan rye exhibit, for extensive prepara . tious are being made in both oi i 'lose countries to eclipseanythin tl.ey have previously done in the way of showing the outside bar barian what their artistic and in dustrial capabilities are. Now we aie infosuied by East Indian pipers that great interest is being manifested in that vuot country, aud that the possibility of still fur ther extending their trade with America through the agency of the Ciiicago fair is being discussed. Much of Fast Indian art ware bought in this country coiuesto nt Iioiu 1'arisaud London, compara tively little beiug shipped direct to the United States. It is the inipress.oii ol many, ol the Fast Indian dealeis that if a direct trade were established with the I'nited Matey, a-i it may lte I t hawing the attention of A met icun hnye in ti.e !hape of Inxurie, tni i-ountiy, with its great wealth, miijlit become tlieir best uustouier. I lie aiue ideas which intliience liiese men in the remote Orient will operate as powerfully in l lie I viiU hi. The enormous and rapidy increasing wealth of the I'niicd Sratts ii potveiful n magnet to be iVi.-ted by any eo-r-le having pR-da tor sale. In bi'ite of our taritl they know that f ir some years to cine the I'nited 'ta'e must remain a consumer oi foreign g'jods, and lliat her prople wil: always be able to buy mute luxuries ttian any other people on tii;glole. Somk of the Eastern papers still cherish the idea that Indiaim can be placated, and purchased into reasonably good behavior. That treaties and agreements with them is worth something in the political economy of the nation. Thus the St Louis Globe-Democrat 1 as been trying statistically to prove that it would have been cheaper to have treated and purchased them than to have expended so much in mili tary operations against them. The close observer of the conduct of Indian affairs, especially in matters pertaining to indian tribes west of the Kooky mountains, and immediately east of them, has ; long since come to the conclusion that the treaty and buying up , business has been one of enormous i expense Loth in blood and money. ' The only effective argument with ! them seems to have been the ' bullet and tire bayonet strait. Onk county in Kansas is said to have lot t 400) inhabitants during j the fall, who have quitted that ! locality on account of the drought. 1 Many of these have come, uu-! l.L.ll- .L ' , .1 I uoiioieuiy io tins staie, ana iiiey will have no occasion to regret the moves.
