A PUBLIC
UMCTIXd XICS-SAHT.
A citizens metiii should be
t ailed to discuss the amending of
the. city charter at the approach
session of the legislature. The
people ought to know what sort of
an act is to Ite passed, and should
at least act in conjunction with
the tily council in proposing it.
TWa question ought to be dis
cussed and pome definite plan out
lined. The only satisfactory way
to do this is by a public meeting
of citizens. It would be in place
for the city council to a i such
a meeting at the aij urned
meeting of the council to
morrow evening, as the time is
shott and action to W effective
iniiat lie prompt. Citizens gener
ally demand that in amending tht
city charter, enlarging the poweis
uf the council, the people should
have a voice, and as all are work
ing to a common end the advance
ment and progrtes of the city,
there should be a unanimity ol
action, and the demands of the
fieople should not he disregarded.
Let a public meeting )w called at
an early day to discuss this ques
tion uf amending the charter, in
order to arrive a satisfactory and
harmonious solution of the problem.
voice and menacing gesture,
denounces the measure as the most
tyrannical and the least 'patroitie
on record. Every harangue is
made to empty benches. Two or
three democratic colleagues are
napping in their chairs and as
many republican opponents are
writing letters, reading newpapers
or chatting together. Nobody on
the floor listens on either side.
The speeches may be read the
next morning in "The Record,"
but not the alightsat attention is
paid to them when delivered.

Tue cry has been raised and
reiterated that the terrible McKin

for partisaii purpose only, and

Somk of the Eastern papers still
cherish the idea that Indiaim can
be placated, and purchased into
reasonably good behavior. That
treaties and agreements with them
is worth something in the political
economy of the nation. Thus the
St Louis Globe-Democrat 1 as been
trying statistically to prove that it
would have been cheaper to have
treated and purchased them than
to have expended so much in mili

close observer of the conduct of
Indian affairs, especially in
matters pertaining to indian tribes
west of the Kooky mountains, and
immediately east of them, has ;
long since come to the conclusion
that the treaty and buying up ,
business has been one of enormous i

The only effective argument with !
