The election of a Speaker by the Fiity-secoml CYnreFa, which as sembles in December, IS'.U, will be watched with more than ordinary interest a:tya the San Francisco Chronicle. The democrats wil!, of course, organize the house and elect their speaker. A prominent candidate for I he position w ill be Roger IJ. Mills of Texas, the chair- mou of the ways ai.d means com-1 mitlee of the lifthiclh congress and m aspirant for the senate at the close of bis term in the lifty-second ungresa. lulling the present camuaign, and more esecially since the election, Mr. Mills lias t ome out squarely aa a free trader, that is, an an advocate of a tariff for revenue only. He has uhiited his ground einca 1888, for then the most that he claimed to he was a tariff reformer. Now, however, he haa broken completely away from protection and ia an avowed rte trader. If, therefore, he should lie elected speaker of the house in December, 18511, it may lie assumed without frar of contradiction that the presidential election of 1892 in net be fought on the iaaue of free trade or protection, without skulking behind such trees and stumps a tariff reform, or incidental pro'ei tioii, or any of the thins which were made Uc of in the battle of ia. The democratic party in the event of the election of Mr. Mills must stand or fall by free trade, and that without any evasions or mental reservations. If, however, some cue4 else should he chosen speaker who has iiot beeu so pronounced in bia ex pressions of opinion as Mills, it it probable that we may exiiet t the same biifh whacking, guerrilla tactics which the democratic puzty employed in 1888. We may look for aa many kinds and corn plea ions of democracy aa there e constituencies to be cajoled oi humbugged or terrorized. We shall have absolute free trade in oiie place, modi tied free trade in another, incidental protection, wiih variations and exceptions, in a fourth. ror uiese reasons ii is u lo lloped that Mr. Mills may succeed in hi present ambition I nd be chosen sneaker. It is much better that the question of jiolicj should be tried fairly and squarely without any digus'.ses or any hide issue, fjr the fntuie of ihe coun try lor a bvr'u a of vest s is clearly depeudent Uou the iief tioii or wbetiier protection is to be main tained or whether it is abandoned lor free tratle. The people of the United Slates must decide, and it is only f.tir to them to have ti e sane tcjnaielv rri-4"iil'il. A 1AY OF REST. PoSIM . STKR- ( i t.N K It A I - W AN M A- K k has recently been crlt'ciaed by a Western l'eiiuylvania cltry man lecause the mails are carried ami i-o-totlice businesa is trans actetl on Sundav. In reply Mr. Wanamakt-r points out that to stop the handling of Sunday mail mean to atop the wheels of the railroads throughout the country at 1 o'clock on Saturday night. It would be a great accomplishment for Sunday rest, he cays, if the mail dispatch from )maha or San Francisco could lay 114 at V2 o'clock Saturday niv?ht, tut what would become of the postal clerks, engineer and tiain bauds ia not to clear. That every one who works should have one day of rest in every Fever is geuerally admitted. The question ia whether all should have the same day, and it can be demon strated very easily that this ia impractical. Take the case which Mr. Wanamaker cites. To tie tip a train on Sunday means the loss a in tb carrying of the lt the train reache Ua destination on Saturday night, that involve the loss of another whole day, if Sunday ia to be the univer sal rest day, and the common sense of the people would revolt at such a useless waste of time. Or take a more familiar case, that of the newspaper. There haa been a good deal of outcry against the Sunday morning paper, but none, we believe, against Monday morning's, and yet it is Monday's paper, not Sunday's, which in -volvja Sunday work. The news paper man who works on the Mon day paper must work on Sunday. and consequently must take" some other day of the week for his day of rest. Take as another instance the baker who has hot bread for hia customera Monday morning. The work of making the bread n list 1 done on Sunday not Monday. Or take the, mark' "juer who supplies the city 'e vege tables. Unless the ci 4 to go without its vegetables dri Aonday the gardener must work on Sun day. The Pennsylvania minister doubtless took the sabbatarien view of the question. He would curry out the fourth commandment literally, without regard to conse quences, but he would have to ad mit, shou'd he study the question carefully and impartially, that universal rest on the first day of the week ia impracticable, and j that the saying of his Master, that the hahliath was made for man and not man for the Sabbath, is more reasonable and more logical than a literal acceptance of the commandment. It is a significant fact that the Sioux Indians in performing their gho't dances maintain a firm grip on ittia wr cluba and Winchester rill. a. The way to atop these leiiionstrations is to inake genuine ghosta of a few score of the moat bloodthirsty of the oaintad braves and - . 1 it inl !'t be wise to d j this ii. i j make a break l i tr.
