The election of a Speaker by the
Fiity-secoml CYnreFa, which as
sembles in December, IS'.U, will be
watched with more than ordinary
interest a:tya the San Francisco
Chronicle. The democrats wil!, of
course, organize the house and
elect their speaker. A prominent
candidate for I he position w ill be
Roger IJ. Mills of Texas, the chair-
mou of the ways ai.d means com-1
mitlee of the lifthiclh congress and
m aspirant for the senate at the
close of bis term in the lifty-second
ungresa.

an an advocate of a tariff for
revenue only. He has uhiited his

most that he claimed to he was a
tariff reformer. Now, however,

from protection and ia an avowed
rte trader.
If, therefore, he should lie elected
speaker of the house in December,
18511, it may lie assumed without
frar of contradiction that the
presidential election of 1892 in net
be fought on the iaaue of free trade
or protection, without skulking
behind such trees and stumps a
tariff reform, or incidental pro'ei
tioii, or any of the thins which
were made Uc of in the battle of
ia. The democratic party in
the event of the election of Mr.
Mills must stand or fall by free
trade, and that without any
evasions or mental reservations.
If, however, some cue4 else
should he chosen speaker who has
iiot beeu so pronounced in bia ex
pressions of opinion as Mills, it it
probable that we may exiiet t the
same biifh whacking, guerrilla
tactics which the democratic
puzty employed in 1888. We may
look for aa many kinds and corn
plea ions of democracy aa there
e constituencies to be cajoled oi
humbugged or terrorized. We
shall have absolute free trade in
oiie place, modi tied free trade in
another, incidental protection,
wiih variations and exceptions, in
a fourth.

have one day of rest in every Fever

ia whether all should have the
same day, and it can be demon
strated very easily that this ia
impractical. Take the case which

a train on Sunday means the loss

involve the loss of another whole
day, if Sunday ia to be the univer
sal rest day, and the common sense
of the people would revolt at such
a useless waste of time.
Or take a more familiar case,
that of the newspaper. There haa
been a good deal of outcry against
the Sunday morning paper, but
none, we believe, against Monday
morning's, and yet it is Monday's
paper, not Sunday's, which in -volvja
Sunday work. The news
paper man who works on the Mon
day paper must work on Sunday.
and consequently must take" some
other day of the week for his day
of rest.
Take as another instance the
baker who has hot bread for hia
customera Monday morning. The
work of making the bread n list 1
done on Sunday not Monday. Or

more reasonable and more logical
than a literal acceptance of the
