Tax particular time at which remarks are made, and the partic ular object to be gained, are the Tilling motives to speak irrespec tive of a moiety of truth or ver acitj in the words spoken, in some quart a, for instance it waa an object of utmost importance to make the people Believe that the McKinley bill was responsible for all the ills of prfent.hnmaaity, so that they wouhl vote the democrats in and the republicans ont of office. ' One of the most active works iu this line .was the New York World, which labored assiduously in mak ing he licKinley bill guilty of all the sins in the decalogue. - Alter the . election is over and the making of votes is relegated to the past for another year, the World . cornea out and say? : i. T : x. . i i s? wan lira a rvyvivw vvrjr guuu spoog the clothiers in this city. Thewholesleis are very well sat ised with what they aredoin, and the retailers say the sales dar ing ttkt last two months have been about',25 per cent., greater than daring tha same months last year. They ' say, also, that tiiey antici pate a cold winter, and in conse- qovmee eapcet a gool tvaJo. There is no good reason why the purchaser of ready-made clothing should shudder on account of the new tariff bill. Although the duties are raised from 40 cents to 4tHscente per round and from 85 pei cent, to 50 per cent, ad valorem it will not, according to the clothier and furnisher, have any appreciable effect on the price of clothing, as no ready made cloth ing fa imported. The increased rate on woollens and the various . trimmings that enter into the SBtuttfecture will eventually have the .affect of increaring the price from 10 to 15 per cent, on gar ments of imported materials ; but this will hardly ensue before an other year passes, as stocks are already purchased several months in advance. It is probable that by '. ihat time other causes will hve operated to couuteraact this increase ; so that in this particular branch no uoticeable advance will take place, unless clothing is affected by the general rise in prices. Besides, domestic manu facturers are largely supplying the woollens now nsed in this coun try." SVWhen votes are not in the mar ket, the truth ran be uttered, but k lonv as the election waa pend ing, only the matter thought to be peguant with the calling of voters to the free trade side of the Question could be enunicated. v VAX A If I AN KKCIPROCITT. Tns questiou oi inaugurating commercial, connections with our neighbor on the north is a leading, and pertinent one. , But the more we consider it the more we are convinced, that it is a connection that means a benefit principally upon on aide and that not the aids of this country either. Canada cannot offer a market for Ameri can products that will offset the market we offer for Canadian, pro ducts, and if Canada wants recipro city in trade she must first offer : reciprocity in political matte. ,That is aha must put herself in shape to help bear the burdens of this government as well as rep ita rewards, in other words seek a naUtical aa well a commercial r union. ' As tha Chronicle -says Canada is like man who has been ui partnership in business' with his : stepfather for a. number of years on such, a basis that tha young man doea most of tha- work and tit stepfather gets the .ioiVs sha, of the oronts.. Wheu a more ati vantagaous partnership is otfe.td j to the young man, in a poshing, thriving, money-making concern, t does not take him long to make np his mind to dissolve the old partnership and form the new ont.' - And although he may feel a sentimental regret at seeing the old firm name changed and the old signcome down from over the door, he soon conquers this feeling and goes into the work of the new concern with a vim proportionate to the profits which he hopes to realize from the new business. Tat- lottery business in the United States has "received so black an eye from the enactment of the law upon the subject by con gress, that it is hopeful it will never again flourish. One share of the law however, is working better than was anticipated. The Tribune says: When the Anti- Lottery bill was passed, it was no part of the government's intention to make a pecuniary profit out of it. That very thing, however, has come to pass. Since this law went into effect the revenues of the New Orleans postoffice have fallen off about one-third, and the clerical force has inconsequence been reduced by nine men, whose salaries amounted ti,500. The significant fact, however, is the effect upon the lottery company of its exclusion from the mails. This must have been immense, in spite I of its ability to make use of ex press companies to some extent in carrying on its demoralizing busi ness.
