K irouia tariff policy which tire o p' Uraapprove. It is claimed tba' " many western aud some eastern senators aad repref entativea wen at heart disinclined to upport tht . bill paeaed, and did so only in defer reetotbe wishes and supposed aeceesitiea of the party, and that a I eerfoaa division in the republican raakeia probable un'eee tbene tariff is prouaptly modified and lower fJnties adopted. The New York Tribuneiays then ia nedoubt that tbe teactio . ary course pioposed would readei republican success in 1892 abso lutely impossible. But if it wen the one and only chance of sucets it would be an abandonment ol duty and an affront to the convic of tbe great majority of republican from which the party would deserve never to recover. Adverse majorities have not Wen din w holly or mainly to one questioa. Misapprehension of the election bill had something to do with the result, and heavier appropriation than were eve r made before, and great for pensions which people ' began to fet-1 extravagant, and ap pointments in some localities which caused dissatisfaction, and local quarrels like, the one in Pennsylvania, and local issues like the saloon question in Massachu setts, prohibition in Khode Island, aud tbe school question in Illinois anJ Wiai-onsin. But the great majority of the republican vote was cast to eus tain tbe new tariff, notwithstand ing all personal and local diffi culties. It is piobably far within the mark lo say that mote than nine-tenths of the republicans w ho have voted this year at all have by their votes upheld the iolicy a looted by congress in regard to the tariff. Less than one-tenth have (or all sort of reasons ex pressed dissatisfaction by their votes and probably a much aioaller proportion, i'en any paity afford to affront the convic tioos of niae-tenths of its Wteis," ' and go bark, from its pledges in which they have confided. ! . cause less ths n one-tt nih is as yet dissatisfied? Kven if it were cer ' tain that the small minority would remain displeased, that would I simply suicidal course. The truth in this care ia thattho giftil minority has acted against the patty either for other resins, and especially because of unwise leadership in some of the eUle, wr because of complete misappre hension regarding the effects of the laiitf. Te every intelligent repub- lican it is well known that there has not been in fact such an ad vance in prices as some suppose, nor baa there been the slightest legitimate reason for much of the advance which has been seen. Is it to be assumed that the people will never discover a mistake or deception so obvious? Could nine-tenths of tbe republican voters be persuaded to abandon their principles and convictions. because less than one-tenth had ignorantly allowed themselves to be deluded ? The new tariff will have to stand until it has been decently and honestly tried. No snap judgment can be taken, after a campaign of unparalleled lying, in which a small fraction of the voters has been led to confound the shortness of crops, and the greed of some retail dealers, and the effects of various speculations, with the coneeauences of the tariff. The country will understand this measure better two years hence. The great majority -of republican voters are content to wait for their vindication by events, and the minority will hardly find senators or representatives ready to commit suicide by affronting that majority. Therk has been much idle talk about supposed high prices as a result of the McKinley bill, but as the excitement of its passage pa'nes away and the natural com letition among American manu facturers, whose products are not affected by the bill, makes itself felt, prices will regulate them selves. While a few luxuries, such as imported cigars and champagne will go up, sugar and many other necessities of life will be cheaper, It is not pletsant to reflect that Secretary Whitney inflicted on the country a number of vessels modeled after the serpent. Amer icans are abundantly capable to design their own ships of war, and 1 attempts to slavishly imitate those of other nation ought to be j discouraged It is only by 'cork ing on our line that we can hope to improve over our rivals. : t ..r !...! UNE (treat point in laiur ui hh Nicaragua canal is that the country which it will cut through is com paratively healthy. The oircra lions thus far have been attended by a very light mortality, and there is a rerti-ohable ground for ! ihe belief that the en' ire canal ; can be constructed without cans- i ing the sacraEce of one-twentieth j of the number of lives the Tan una canal has already destroyed .
