Mexico, Columbia, Pern, Venznela and Brazil, and arrangements art being made . for a meeting of the commission in Washington at an early date. It is expected that most of the governments repre sented at the congress will send commissioners and share in the pre Jiuiinary work of selection routes, estimating their respective cost and comparing their advantage?, the expense of which is to be . borne by the states in proportion to population.
