ment has appointed Messrs. Pull
man, Cassatt, and Davis as the
American representatives ; com
missioners have been named by
. Mexico, Columbia, Pern, Venznela
and Brazil, and arrangements art
being made . for a meeting of the
commission in Washington at an
early date. It is expected that
most of the governments repre
sented at the congress will send
commissioners and share in the pre

estimating their respective cost
and comparing their advantage?,
