Congress, in its endeavors to meet the requirements of the rase in the lottery business, has met with much criticism, as well as merited praise. The effects of the law which was passed refusing the use of the mails to any lotteiy matter, whatever, are yet to be ascertained, but from present ap pearances tbey will be salu'ary. In drafting the b'M that was meant to catch the Louisiana lottery scheme the leading criticisera think it was made wide enongh to catch church fairs aid turkey rattles as weU as the Louis iana lottery schema. Even if that is the case the majority of the people will commend it if it suc ceeds in its principal and original design. In the comment upon th's sub ject,however,there are some points discussed that are worthy of con sideration. One of these it the stock gambling practice. It is truthfully said that "gambling is gambling, whether it be called by one name or another ; and if an attempt be made to make the people of the United States moral by act of congress the law should include all forms and species of gambling, from pitching pennies to operating on the grain or stock exchange. Every one wants to solve for himself the problem cf how to get something for nothing, and the attempts to do this result in what we call speculation or gambling, for both are but the same thing. The most acute and severe moralist can detect no ethical disfunction Between buying stock in the hope of its advancing enormously in value and buying a lotteiy t'tket in hopa of its winning a prize. The motive is the same in each and the method practically the sjme, except that in the lottery the chances are exactly known while in stock dealing they are not. This is not said by way of de fending lotteries, but only to show that other kinds of gambling which are legalized are quite as bad. Indeed, in its effects, there is no doubt that gambling in stocks has been a thousand fold worse than baying lottery tickets, because stock gambling is cumulative and the chances are always1 an nn kuown' quantity. If congress wants to effect the moral regenera tion of the country it avust devote itself to the supprer ion of dealing in stocks, for the present system is a fruitful tourca of evil and misery. The peculiar opposition that ha been evolved against the electrocu tion seems likely to bs indetfniu-ly prolonged. Not many decades hence the legal taking of human life for any cause whatever will be looked upon with the same horror that we noar look back upon the deeds of oar forfathers, in hanging human beings for ap propriating a few dimes worth of property legally in the possession of some other fellow. Not often is the valne of a good character more impressively shown than in the case of young Frederick i II. Worth, who just been acquitted on Long Island of the charge of committing an atrocious assault on an aged merchant at Sea Cliff. The circumstances against the accused man were strong, and be would undoubtedly have leen sent to prison had not the Rev. Dr. Meredith, of whose church in Brooklyn he is a member, and other men of good standing borne testimony to his excellent reputa tion. The case is a singular one, and it ib not surprising that it took the jury some time to agree on a verdict. The dea h of Justice Miller has removed from from the bench of the supreme court o'. the Unitad States one the hardest working and most conscientious members of that august body. Firm in principal and unswerving in purpose he has always been one of the most patriotic supporters of the Union and upholders 'of right and justice.
