The. ques tion is whether cor Mirations shall carry on the commercial transac tions, includinii transiiortation as well as all the oilier ramifications of business life, or whether the government shall gradually assume control and absorb the functions that are now carried on by corpor ation and are daily more and more passing into the control and management of incorxirated com panies. Thoma V. lligginson in the Nation says : "There are a good many persons, I take it, who have reached just this joint of convic tion namely, to hold that, if the government carries on the iost office fairly well, as it certainly does, it may well undertake the telegraph also, as in England ; that if it can conduct a bankrupt rail road, through a ''receiver." it could also carry on a succc ssfvl one; that if a city can supply its inhabitants with water, it might as well try the experiment of sup plying them with gas.
