One f the problems that is
making itself felt in ur nation,
and carrying out an influence that
must accomplish some definite
nettli'iuoiit of the question, is the
ne that involves the runnim; of
the business of the nations by cor
porate companies, or by govern
ment direction direct. The. ques
tion is whether cor Mirations shall
carry on the commercial transac
tions, includinii transiiortation as
well as all the oilier ramifications
of business life, or whether the
government shall gradually assume
control and absorb the functions
that are now carried on by corpor
ation and are daily more and
more passing into the control and
management of incorxirated com
panies. Thoma V. lligginson in the
Nation says : "There are a good
many persons, I take it, who have
reached just this joint of convic
tion namely, to hold that, if the
government carries on the iost
office fairly well, as it certainly
does, it may well undertake the
telegraph also, as in England ; that
if it can conduct a bankrupt rail
road, through a ''receiver." it
could also carry on a succc ssfvl
one; that if a city can supply its
inhabitants with water, it might
as well try the experiment of sup
plying them with gas. How tar
this tendency i to go, such per
sons do not undertake to say ar.d
here stop short of Mr. l'.ellamy
and his thorough supjiorterH ; but
in the meantime they are willing
and glad to put themselves on re
cord as looking in that same direc
tion. They find ihemseivc on
fronted with a situation which has
nowheiv been better stated than
by a str.dig opponent of State
socialism. Prof. A. T. liadley. of
Yale I'niversity. lb says in the
Political Science 2ii:irt?rly for
IVcember. !SSS: "Modern life
demand- organized business
action. Thev are-two great or
ganizations cither one of which
can manage it organized capital,
or organized government. "? If
this lie the real alternative, there
is certainly an increasing numlier
of person-) who would ' prefer to
trust tli? government.
In the consideration of this
question there are salient and
iiiiortir.u points, to Consider.
While Mr. lligginson emphatical
ly places hinisetf on record as in
fcivor of government control, and
perhaps the majority of tpe think

matter that must culminate in
action. If that action leads on to
a government control, the uncer

bridged over before satisfactory
results can be looked for. On the

Tnu arbitrary and despotic action j
of officers of the regular army are ;
illustrated by the full story of the j
oflenseof Private Wild at Fort j
Yates, X. P., as given in the Chic-j
ago lie-raid, which sent a corres-j
pondent from St. Paul tointerview j
the soldier at Fort Snelling, where j

he is doing ielon s work in tne
quarries. The work which Lieu
tenant Steele ordered him to do
was to repair with canvas the
water-closet at Steel's quarters,
labor which could not he required
of a soldier and which no office
with any regard for his men would
have dreamed of exacting. It is
also stated that a soldier at tis
same fort stabbed a fellow comrade
in a row at Bismarck. lie was
acquitted by the civil authorities,
as it was plainly shown that he
had acted in self-defense; yet
when he returned to the fort he
was court-martialed and sentenced
to eleven years's imprisonment at
Stillwater. Is it any wonder that
soldiers desert from our army
when the privated is treated as
these two men have leen at Fort
Yates?
