When a child sbe lived with a family named Andrews in this place, but one morning kIic was missing. Search was made and nieces of her clothing were found strewn along the Xangatuck Hivev. It was supposed that she had committed suicide and scare! was made for her IkmIv, but it was never found. Many people suspected foul play, lut no evi dence of this ever came to light the only grounds for the supposi tion lienig the cruelty of Andrews The news of her marriage was therefore, a surprise, as this was the lirst that had been heard of her since her disapiiearancc. The cause of her disappearance was that a brother, hearing of her miserable life, alxlucted her. Transfer of Army Headquarters. Washington, March 7. A mem ber of the Kansas congressional delegation had a conference with Secretary Proctor to-day in regard to the projMjsed transfer of the headquarters of 'the department of the Missouri from Leavenworth to St. Iuis, and the secretary consented to defer action a few days. . The reason for the . pro posed change is that it is regarded as undesirable ts have the depart ment headquarters and post bead quarters at tee same .place. The secretary has under consideration also the transfer of the head quarters from Vancouver barracks to Portland, Or., but there is no likilihood of an immediate change. Wild Animals Feasted on the Corpse CAMSTtxiA, Cal., March 7. The Ixidy of Walter Rice, who disaj) peared while stopping at Law ley's toll house, on Mount St. Helens, early in November last, was found a lew hundred yards from the toll house, a short distance from the road. The lxnly had been covered with snow much of the time, and wild animals had been feeding upon it. Death is attributed to exposure. Failed for Half a Million. San lKANcisco,Mar"h 7. Belloe & Co., one of the oldest banking firms in the city, assigned for half a million dollars to-day. : Fire in a California Town. Pasadena, March 7. A do-1 8tructive lire was caused by a lamp exploding and destroyed the Nevada house early this morning. ! Loss, $G500; insurance, $4000. Watered Whiskey Seized in Chicago Chicago, March 7. Collector Mamer has seized a number of barrels of whiskey t;e!ccted from various houses doing a wholesale whiskey business here, and the peculiar methods they have been following to meet competition in the trade have at least the element of- novelty. -The collector said: We discovered that a minuter oi dealers are in the habit of reducing tbe proof-standard of w hiskey and selling it to their customers fully 20 per cent below the proof guar an teed bv the United States certificate. After the whiskey is tiuaecd and the proof found to a certain standard, 20 or ."H he per the cent of it is withdrawn from Itarvels which :uv thv ;i with water. OFFICE - How tie Bathed a Sailor's Sword Cots In Salt Water New York, March ' C The World prints at length a statement made bv Fireman "Walker, of the United States corvette Enterprise, regarding the condnct of Com mander McCalla toward him. Walker, it will be remembered, is the man who was cut down bv McCalla with a sword. Walker swears he was not drunk ;.that he was put on watch in place ot a man who was drunk and raising a biur row w hen McCalla came on board from a ball ashore. Lieu tenant Mulligan reported both Walker and the mate for drunken ness. Walker, in the meantime, had lieen chained up to a gun He endeavored to explain to McCalla that he was not drunk, but tbe latter ordered the officer of the watch to cut him down The officer hesitating, McCalla sent for his sword and did it 'him self, amid the loud murmurs from the crew. When Walker was lying senseless and bleading on the deck, McCalla had him doused repeatedly with salt water, Walker tells of .the repeated punishment inflicted ujton him, causelessly and says he was finally forced to desert the ship to save his life. From the actions of Met 'alia and other commissioned officers Walker says he believes they wanted him to desert, so lie would be out of the way and prevent a possible investigation when the Enterprise returned home. At every port entered McCalla would pay him all the money due up to that time. Roads. To Be Built This Year. "The, Engineering News" of this week will say : The map of prospective railway construction m 18tK) shows that the work of railway extension during the com ing season promises more activity than in any season since 1887. The summary of our detailed list of various enterprises shows T),038 miles of railway partly completed or in process of construction; 7,041 miles surveyed or under sw .vey, and 2,831 miles of lines n6t yet surveyed, but whose projectors are pushing them with such energy that the ' prospects seem fair for the lieginning of actual work liefore the close of the year. This makes a total of 14,010 miles of lines in the United States which have a prosHct of being completed or placed under construction before the close of the year. Tlie total for Canada is: Construction, 914 miles ; surveys, 438 miles ; pro jected, 76 miles ; total, 2,118 miles. As seen by our map, the bulk of the enterprises now under way are in the South and Southwest," on the coal roads of Pennsylvania and Ohio, and in extreme northwest of Montana and W'ashington. In the totals of prospective mileage for separate States (including all the classes of work, construction, surveys and projects), Pennsyl vania" and Oeorgia stand at the head with over 000 miles; New York, Ohio North Carolina and Tennessee have l)etween 700 and 800 miles on our map, and Texas, Alabama and Washington between (00 and 700 wiles. Virginia and West Virginia show each over 5oo miles of prospective lines, of which a large proportion are certain of completion. Almost all of the lines in prospect are rather short, and are generally furthered to de velop comparatively local in terests. The majority of lines shown will so shorten distances or develop new territory that they have a ligitimate right to eventual success. The Homeliest Man In the Willamette. AFKICAN SLAVES. A Suggestion for the l'reventiou of the Horrible Traffic. One suggestion has lieen made which is worth mentioning, as coming from an able writer, savs Blackwood's Magazine, who, pur sang and acquainted with West Africa, has a special right to lie heard on the question. Dr. Blyden suggests the establishment of black regiments with native offi cers,, under, as we understand him the British flag, to be stationed at important trading centers in the interior. We have been so accus tomed by writers like the author of the biography lefore us to con in- nect slavery and all the miseries Africa with Islam alone that we c apt to lorget what a large proportion of African slavery is earrioA mi nmnnir tlir hoatlion o . negro tribes who hafe nothing to do witn Aeumtvt-iiv ; jBeeirriy : indeed? sfl inherent propensity of ' the race. Professor Henry Drunimond says that you cannot send three negroes with a message but two of them will seize the third man and sell him. And the main object of this domestic slave trade makes it more horrible still, for a large proportion of the victims are purchased for the purpose of sac rifice, not less than half a million of lives, it is said, being thus con sumed yearly. It is sometimes suggested that the practice of sell ing prisoner of war at all events saves them from being massacred, but there does not seem, to be much in this argument, since most of the wars are probably undertaken for the sake of capturing slaves. It is obvious, if only from the vast extent of the regions involved, that this internal slave trade could never be counteracted bv such means as the armed bands above suggested. The best hope, probably lies in the gradual opera tion of the great chartered com panies, as the British East African and Niger Company, who will en courage legitimate industry and, esiecially if backed up when need ful by our own (ioveriiinent, will make war difficult for the triltes under their control. Last week- another man was killed by gas in this city. With all the talk alxtut the dangers of electricity, we fail to hear of any one Iteing killed on the Pacific. Coast from that cause.
