The The Globe-Democrat of St. Louis commenting on the elforts says: "It is impossible to see that any good purpose would be served by requiring the census-takers to gather statistics with regard to the mortgage indebtedness of the farm- era. Whatever the facts may be concerning the amount of such in cumbrances, the matter does not come within the scope of Federal legislation. Congress has no power to change the terms of the contract or to release the debtor from any of his elf-imposed obligations. The farmer who has borrowed not wisely, but too much, deserves sympathy, of course, nut there is no practical way for the law-making authority at Washington to rectify his mistake and reduce his burden to satisfactory proportions. The mortgage system has been one of the controlling factors in the settlement and progress of that section of the country. If the peo ple could not have obtained money : in that way, they could not have transformed the empty prairies into cultivated estates, and built comfortable homes to mark the spread of civilization. They dis counted the future, as they had a right to do, and as they were obliged to do in order to accom plish the laudable purpj.se which took them there. In some in stances, no doubt, imprudence was manifested, and in others there were visitations of bad luck which no precaut on could have kept out of the case. Hut as a general rule, it is safe to say, the money has teen intelligently borrowed and profitably applied." Whether the situation of the case justifies t lie position taken by the above named japer or not is a question for consideration. Take for in stance the penalty imposed for petty larceny, which often lands the perpetrator in the penitentiary for years, and the punishment of those who betray a trust and em bezzle thousands. The Friend in speaking of this says it is really astonishing how lightly men regard a fiduciary trust and with what nonchalance they betray the con fidence reposed in them. Bank wreckers, embezzlers and charact ers of the like ilk are on the in crease. The law seems to have no terrors for them and they pursue the even tenor of their way undis turbed by the action of courts or the misery their conduct produces. Public sentiment is much to blame for this. If the betrayer of a fidu ciary trust manages to escape punishment ; continues to live in line style, keeps open house and entertains his friends in grand style he is regarded as a gentleman of the first water; notwithstanding the fact that he has obtained hie wealth by dishonest means.
