The office of the Daily and Weekly Herald has been re- moyed into the roster block up: stairs in the rooms formerly occu pied by the 'Masonic lodge, where larger and more commodious quart ers have been fitted up. Patrons of the paper w ill please observe the change. THE NEW STATES. The new states that have come into the Union daring this season have not distinguished themselves, or made a very brilliant record,and basing an opinion 6n what they have legislatively accomplished, their territorial swaddling clothes were cast aside long before they should have been. However it is said that experience is the best school, and probably they will in that severe school of experience develop wisdom and strength in the future.' The record is certainly not pleas ing to view. Washington has been and still is legislatively ' making a great noise, but the session has simply been prolonged with the most trifling of school-boy quarrels and very little has been accom plished. ; In Montana the situation is even worse. The sheriff has been chas ing the reractofy senators over country, and the solons seem to be engaged in a 'game of bide and seek. The trouble is over the verv ; silly efforts of the democratic mem- j oers to prevent a quorum and to obstruct the business of th legis. latnre. : Up in North Dakota the new state has distinguished itself by licensing a state lottery. ' X will never lecture or go into public life 'again."', l;. v ' . - ; :;; Tue usual vexatious and' tedious delays in legal transactions, was pretty well illustrated in the case of John Most, the -anarchist -who some two yeart Bgd vras put on trial for m'sdenreanor' 'in; using language inciting 'jiot and distur bance.', Ha. .jVb convicted of a misdemeanor. .:and sentenced' to imprisonment in the city - peniten tiary 'for one:yekr.'' -The' case was appealed to the'general term of the supreme court,' rwhicli, a few days ago affirmed the proceedings of the lower court and Most will have to serve out the year in prison, unless tlie court of appeals overturns the decision, should the case be ap pealed. Most has already seryed one term of imprisonment for a like offence. Judge Cowine. before whom he was convicted on the second occasion, allowed him a stay of proceedings pending an ap peal in the case. Justice may le blindfolded, as the popular myth asstunes, but that mythical, repre sentation should also giv her the locomotion of the tortoise to repre sent her action in cases cf this kind. Vvr yourself in his place was practically exemplified recently by a Kansas clergyman, who on a recent Sunday preached a sermon on "The Struggle for Existence," in the course of which he told of his experience during a day spent, dressed in the attire of a common laborer, in quest of work. He walked ten miles and secured one hour's work in putting in coal. The only kindness he met with was from men of the class to which he assumed to "elo:ig, those of the employing caste usually treating him curtly, if not with actual rude-j ness. He said that, had his supper and bed really depended upon suc cess, his disappointment could not have been more bitter. The proposition to abolish the use of French as an oHicial langu age in the northwest territory is likely to solidify the race elements in Canada and bring about a test of strength. The antagonism of blood and religion has existed for years, but here is a distinct issue, ! upon which the fight may come ! on. The death of Adam Forepaugh removes a man whose flame and face are more generally known than are those of the president of the United States. Ten men are vitally interested in the coming of a circus where one is moved by the approach of a general election. Soi'Tii Dakota is not likely to speedily forget its first months of statehood.
