Probably very few criminals were ever brought to trial, tut what they could find some pluasi ble excuse for committing the crimes which they were accused. Scape goats are always abundant and are made to do an illimitable amount of work. Popular Science in a measure comes to the rescue of these criminal classes when it says that in recent tfmes the idea has become very prevalent among a certain class of sentimentalists that crime is not an indication of innite depravity, but a symptom ofyRnental and physical disease, or '4hi inheritance from some criminal ancestor, and, therefore, themuch- abused murderer or robber is not a bad man, but only an unfortunate oneVdeservinz of pity and care rather than punishment. A sick man, thev say. ought not to be imprisoned, and one who is 6tag' gering under a load of homicidal tendencies bequeathed to him by his grandtather is not worthy ot death, even if he does occasionally send some of his less unfortunate fellow-beings into the next world. A man physically and mentally sound is less likely to commit crim- inal acts than one with a diseased body or abnormal mental action, and the history of the notorious Jukes family proves beyond ques tion that from a single criminal ancestor may spring a long line of descendants, a majority of whom will be enemies to the welfare of society. Rut, granting that a tend ency to crime may be inherited, it mu3t originate somewhere, and it a man's ancestor may have been a spontaneous criminal as it were, another man oi the present day may also be laying up, on his own responsibility, a heritage 'oi crime for his unborn descendants. If the abnormal tendencies can be eradicated, and the criminal made a useful member of society, every effort should be made to that end ; but, if crime Is a disease, it seems at least in its more serious mani festations to be an iucurable one. The percentage of reformed crim inals is discouragingly small, and that of those convicted for subse quent offense3 disproportionately large. The best treatment of such persons is a perplexing question, but the right of self-perservation is paramount to every other consid eration, and the morbid unwhole some sympathy shown by an in creasing class of people toward those who are so much out of harmony with their social environ ment, will only result in great injury to the orderly and law-abid ing classes of society, without causing any decrease of crime or conferring any permanent benefit upon the criminals themselves. Eliminate from the human mind, and from the practice of human justice, every element of revenge, that forms to prominent and dominant a trait in human nature, and the proper and humane handling of the criminal class of humanity will be greatly simpli'ied and more easily accom plished. The benefit and protec tion of society is the paramount object to reach in seeking the proper treatment to give a criminal.
