Salkm, Oot. 29 The Oregonian Western Railway Ctnparjy, with a capital stock of 200,000, through R Kochler, John Kelly and William T. Muir, incorpcrators, tiled articles of incorporation with the secretary of titate to-day. Besides constructing a railroad, a wagon and railway bridge between Portland and Ease Portland will be built, and the Oregonian Kail road Limited will be purchased. Steamboats on the Columbia and Wil lamette rivers will connect the points touched by the railroad. It is re garded ac a Southern Pacific move. UEMKAL HARBISON'S POLICY. Their claims for salaries alone for the last two months amount to over 15,000; but not only that, every immigrant must contribute his 50 cents toward this whether he stays or is eeut back. Attention is also paid to the bal ance of the money he brings along. All who come briug more or less of fereign coin and this may be estimated by the average of one shipload of several hundred passengers at $35 per capita. An exchange broker has the monopoly for exchanging this for United States cuirency. It is very easy to persuade the owner of this money that it is useless in this coun try without being exchanged, and as he must be a shrewd man born in any foreigh land who can tell at a glance how much in dollars and cents he ought to receive for pounds, francs or thalers, or whatever foreign coins he has brought, with such opportunities and nobody to watch him, it is easy to make au ample fortune in a very short time.
