To the average thinking u:an, the talk about the surplus in the national treasury will appear in rather a sarcastic light, when it is considered that in actual fact there has been and is now no surplus at all. Indeed interested parties are already discussing the national debt. The Washington correspond ent of the Commercial Bulletin calls attention to a surious discus sion now going on at Washington regarding the advisability of re funding the 4 per cent. Govern ment loan at a lower rate of inter est. It is pointed out that the redemption of the loan by sinking fund operations and purchases from the surplus can not in all probability extinguish the loan before its maturity. This is un doubtedly true. The outstanding 4 per cents are now about $GG3, 000,000. The redemptions during the fiscal year 18S7-83 were $23,00,000; in the year 18S8-'S9 they were about $38,000,000. Now in order to extinguish this debt at its matuiity in 1907, an annual purchase will be necessary of near ly the same amount as were re deemed in lSSS-'SV.
