The ieal proofs of state making has been going on ever since the last con gress passed the enabling act. The states all had to make themselves before admittance to the Union. First, the territorial governors called elections to choose delegates to constitutional conventions. All these conventions began their work on the appropriate date of July 4. They were all required to adopt the Federal constitution and to make state constitutions republi can in form, without distinction in civil or political rights on account of race or color, securing religious freedom and providing for public schoels. Within these limitations each convention has made a con stitution to suit itself step was the ratification of these constitutions by the people on October 1. At the same time state otlicers and representatives in con gress were elected. This done, the president has only to proclaim that the law has been obeyed and the fottr new states became a part and parcel of the Union. The Christian Advocate .'ays there ...
