The San Francisco r'xaminer
thinks that the Atlantic is working

eastern lialf of our continent is

is a fact well-known to science.
The rate is slow a few inches in a

effects do not come insensibly

THIS LEXSOX TAUGHT.
It i-t a commendable habit !o
calmly and dispassionately view
all facts and conditions of questions
of importance, .before coining to
conclusions, and to not allow pre

judgment in giving decisions.
A conclusive observation of re
cent elections, coupled with the
recollection of two of the last gen

for rellection to temperance and

Such results were inevitable.
No man was ever won over to give
his free adherence to any cause by
the doubled up first under his iio.e
and the epithet of knaves lavishly
applied. Most men can be led if
reasonable and conclusive argu
ment is rightly applied, but no one
can be driven by threats and
epithets when lie knows that he is
the stronger of the two. Human
nature will assert itself, and espec
ially is that the case when indivi
duals are fully convinced of their
own integrity, and not overpti
suaded of the superior integrity of
their would bo pugnacious persuaders.
Two recent railroad disasters.
one near Turner causing serious
loss of property and the one at
Halsey causing loss of life ar.d
property, point very emphatically
to a yery significant fact, and that
is that the railroad tracks should
be fenced, at least such portions of
tbem as run through land where
stock are allowed to run. This is
a matter that should receive
I rompt attention. The railroads
should look after it themselves,
and if they do not the law makers
should oblige them to look after it.

Fkesidext Harrison will soon
isue a proclamation, declaring
the formal admission of Wasbing
in, Montana and the two Dakotas
to the Union of states. The ieal
proofs of state making has been
going on ever since the last con
gress passed the enabling act. The
states all had to make themselves
before admittance to the Union.
First, the territorial governors
called elections to choose delegates
to constitutional conventions. All
these conventions began their
work on the appropriate date of
July 4. They were all required to
adopt the Federal constitution and
to make state constitutions republi
can in form, without distinction in
civil or political rights on account
of race or color, securing religious
freedom and providing for public
schoels. Within these limitations
each convention has made a con
stitution to suit itself
step was the ratification of these
constitutions by the people on
October 1. At the same time state
otlicers and representatives in con
gress were elected. This done, the
president has only to proclaim
that the law has been obeyed and
the fottr new states became a part
and parcel of the Union.
