The point to establish is the extent of their insanity. An Omaha paper, in discussing this subject savs that it is foolish to shut the eye to the frequency of. insanity, or to estimate lightly' those maladies of the mind which: produce excessive anger, jealousy, or caprice, l ar too many homes are made miserable for years, and Jinally desolated by madmen who are allowed to enjoy freedom and exercise their tyranny simply be-! .musb they are "rational on most subjects.-' It will no doubt take the world a long while to learn that if a man ;s irrational on one 1 t. .l..-lll- -t. I il mJVn nc miouiu ie piu miner me car or a physician, if not incarcer-, ui.. .mi .iisanuii jeiuous persons should be confined, for they arc likely at any time to commit mur der or suicide, or some general . crime still more irigiuiui in us results. All persons who fly into .1 frenzy on slight provocation should also be put in care of a physician, for while temper may be born in one. and not necessarily lunacy, it not infrequently results in irrecoverable insanitv. Any of I the passions, if indulged in beyond a certain limit, will produce insan ity. If more attention were paid to the vagaries of these semi-mad 1 men there would be fewer cause- J less crimes. As it is, a man is .11. 1.- .1 t il l auov.e.1 logoanoiu. ior years me . Tictim of insane egotism, or of some fantasy. A day comes when some one offends the egotism, or . 1 i 11 . . e . 1 ii 1 are snflerinK from mental disease. 1 If tlieir sufferings were physical ; there are few who woulrt be so' thoughtless as to refuse them aid. If insanity and incipient mental disease could be looked on in the ', .same, common-sense wav. not as :i dispensation of providence, but as atroublothatniaybereraedied.it would be much better for the alii icted as we'd as the public in general. THAT IIUIUK COXTCACT. Considerable comment ha lcen made iion the fact that the con tract for the enamelled white brick to be used in the construction ol the Congressional Library building in Washington was let to an Kg iish linn, ami the charge was made that tbe contract was an offset for the Whitney blanket con tract under Mr. Cleveland's ad ministration. The Mconomist in presenting the -ubject says "Let us suppose for a moment that the government is guilty and proceed to find out where lies the responsibility. The act providing for the construction f the new Congressional Library, as (veil as the act creating the posi tion of the man and bis powers who should have charge of the construction, were passed by the fiftieth congress and signed by 5rover Cleveland. Major-General' Thomas Lincoln Casey, chief of the engineers of the United iSta'es army, was appointed by Grover Cleveland to have charge of the building. Thus it will be seen 'hat the construction of the build ing, the position and powers of the man in charge and the appoint ment of the man himself are all relics of the last administration,' and the present administration has nothing whatever to do with the case. Hut even as it i we h ive no reason to find fault with either the act of congress or tho act of Cleve land. We do not know why it was decided to use "rjO.OW enamelled bricks of i tory-white color, all ab solutely uniform in size, .shajte, material, texture, density .strength, quality and color of enameling and perfectly straig.it and trim,'' but having decided t u.-esii'-h brick it was proper and right for General Cae to advertise for bids, und if because no such brick i- made in this country and ni American manufacturer put in bid-; mi l tlx- dioice of awarding the contract lay between ag.-nts of foreign manu facturers it was awarded to the Jo-vest of mi ii bidders, we can again but commend the ad ion of u iieral Ca.-ev. Considering the facts, then, h fur :n known, wc beg leave to assert that no antidote for the b'.uikets lias yet ben f .;i:d." aligns at mat jamasy, anu uie and ,erpetuatcd bv the small result is murder. The deputies seized and dragged him up through the trap to the scaffold, w here the wretched man asked what had happened. When told, he said, 'This shows I should not die ;' hut die he did a moment later, when the lmnglers had properly adjusted the noose. Such accidents as this are con stantly liable to occur through the nervousness of the sheriff's assist ance, and humanity demands that this worst of torture should be made impossible by seme system Qf execution that gives no chant jr bungling."
