densely crowded with people.
A dispatch from Portsmouth

has just been sighted steaming
slowlr toward the harbor. Pilots
have gone out to take her in charge.
The Prince of Wales, on boaid the
roval vacht, also started down the
-harbor. Salutes are booming from
the warships.
When the Prince of Wales yacht
Osborne approached the rear of
the emperor's yacht he signaled a
a friendly greeting to the emperor,
who responded in a Iriendly way.
The yacht then passed though the
line of ironclads and proceeded to
Cowes. All the vessels were
trimmed in Bunting as the yachts
passed. The yards were manned
by seamen.
On arriving at Cowes the emperor
landed at Trinity pier, where
the Prince of Wales, who had al
ready landed, bade him welcome.
The emperor and suite and Princ e
of Wales then entered carriages,
and, accompanied by a military
escort, were driven to Osborne,
where the emperor was received
by the queen

Sullivan passed through tiiis city

sheriffen route to Mississippi, lie
said that he made no attempt to
run away from the otlicer, and if
(iovernor Lowery had sent for him
he would have gone without the
officers. He has his side of the storv
to present to the governor and
hoped that he would act leniently
with him. He said if he was fined
he would pay it but he did not
want to go to prison.

James Ferguson, secretary of the

interest. The Spanish government
began preparations long ago for
holding in that country a great ex
hibition representing the arts and
industries of Spanish America.
But any plan which omits from ia
scope the greatest of American re
publics and disregards the marvel
ous development ot the ingnsn
speaking race on this hemisphere
ill be grotesquely incomplete.
It is obvious also that such an ex
hibition as would properly illus
trate the story of America during
these four centuries of magic
growth should be held on Ameri
can soil, and no wore proper place
could be selected for it than Wash
ington, This is the seat of our
national government, lrom wnicn
all the republics of Central and
South America have drawn their in
spiration, and there would be a
peculiar fatness in inviting tne
nations of the earth to that spot to
see with their own eyes the state
liest structure of liee government
the world has ever beheld.
THE THKEE AMERICAS
It was proposed to celebrate thi
anniversary first by a world s ex
position, and afterwards by a per
manent exposition ot the three
Americas. The house comnrttee
on foreigh affairs, wisely we think,
rejected the idea of a world's exhi
bition under the joint auspice of .
the forty six states and territories,
and the sixteen ind"pendent nation '
of the American continent.
To carry out this plan a national
board of promotion, composed of
the governors of most of the stutes
and territories, the mayors of lead
ing cities, and of which ex-Governor
Claflin, of Massachusetts, is
ti e president, has been formed to
take the exhibition in charge.

The proposed exhibition, it will
be seen, is something very different
from the ordinary world's fair. It

of the large cities, it not only has
the room to spare, bnt the estab
lishment of such an exhibition
would add to the attractiveness and

heart ef the city, stretching from
the Capitol to the Washington

tion of the Potomac flats, making a"
total ot 1000 acres. The Smith
sonian institution and the National
museum, which would be practi

this area, and the great department
buildings, which would attract and
interest the visiter from abroad
