Bismarck, in replying to the congratulations of the central manufacturers' associa tion, 'said that he looked forward to the continued maintenance of peace. This he believed would lend an additional impetus to bring gratifying developments of Germany's interests. In his opinion a guarantee of peace was not only to be found in the monanrhial ancestors of the coun try, bat also in a special degree in the monarchial sentiments of the German people. rilEI'AKIXCi WAtt VtSfetLS. At an early hour this morning the wind began to blow 6trongly from the north west, and increased to a gale. At 10:30 Jesse Finch, a lad aged 18, started in a fishing boat to sail to Eagle harbor. When opposite Du- wamish head, two and a half miles away, his baat was capsized and Finch drawaed. At 11:30 the Mechanics' mill. sash aDd daor building, in course of erection, which is iocated on piling, was struck by a squall. The building, two stories high, and 150x90 feet, was flattened out like a honae nt earna. Th wind entered the side of the structure, which 1 was open, and fairlv lifted it from I the foundation. The roof and oue side were dumped into the water. The machinery, which was in the building, was broken and crushed to a cousi leruble extent. The loss will foot op several thousand dol lars. The steamer Glide started for Skagit river, and was compelled to put into West Seattle in a sinking condition. Chimneys were blawn down and windows smashed by the gale, which subsided at 2. p. M. The nomination of Corporal" James Tanner, of New York, to be Commissioner of Pensions, is en tbusiasticady received by the old soldiers, particularly those who carried muskets in tne racks. They regard the appointment as a special recognition ot themseives. I the sentiments expressed by ex soldiers, from a large number of States, tem porarily in Washington, are a fair sample of those existing through out the coun ry, this appointment bids fair to be ane of the mast od ulai ever made by auj President. The only objection raised to the appointment ot Oporal'" Tanner was that he was too iriendly to tbo old soldiers. Gen. Harrison quickly told the parties who had the bad taste to make snch au objection, that it was for that very reason that he proposed to make biru Commissioner of Pensions. N ru:tu should ever fill the position who is not iriendly to the kt soldiers, aud it would be difficult for him to be too friendly towards them. The important appointments are being siowly and careluily mado and now that the President has had time to show the politicians that he does not propose to do any thing hurriedly, th'.-re has been a per:c!'tili! let up" in the pressure upon him. The vast region in the United States, where the rainfall is insuffi cient ror successful agriculture. comprises about two-nfths of oar entire area f exclusive ot Alaska!. It aggregates about 1 .200.000 square miles, and is about equal to tne combined areas of Gret Hritaia and Ire'and, Belginm, Denmark, France, Germany, Italy, Swedea, Norway, Hoi load, and Austria Hungary. This arid reeion em- braces nearly all the public domain, and capable of supporting a pop latiea of at least 200,000.000. It, is a third larger than British India, country having many similar physical characteristics, and sap porting over 200,000,000 inbuilt tants largely by inigrtion.' In solving the problem hew to utilize thts vast arid region so as ta make homes for tbe people, we have the experience of thousands of tears to guide us. The most popuioas na tion of ancient times occupied the arid regions of Asia, Africa, and Europe, and subsisted by agricult ure prosecuted by irrigation.
