New York limes London Special. Europe enters upon the secon J de cade of her existence under the Berlin treaty with less apprehension of immediate trouble than aha has fait in auy preced ni year. The chances ot international provocation are indeed for the moment reduced to a minium. This is. for the time be ing, internal peace throughout the Balkan States, and the great powers inside the triple alliance hnd them selves so evenly balauced against those on the outside that no one sees reason to fear any precipitate tipping oi sne scales. These tea years of peace under the arrangement of Lord ISeaconneld aud Prince Bismark have not, however, been distinguished by blessings with such a Ions and pacific term as might be expected to bring. Kvery nation in Europe has paid most dear ly tor the privilege of quiet. Since 1872, when the last elaborate com putation of the armies of Europe was made, the tax-payers ot the continent have expended 97,500,000,000 on pre i a ations for war that has not come, or nearly twice what we have at home expended on our four years of civil war. A big struggle ten years ago. with results of Buch a sweeping character chat a partial disarmament could have foLowed would have been de finitely cheaper and better for Europe for this long nightmve of dread and ruinous preparation. Since la,z Germany and France have both more than doubled the actual war atrength of their armies, and the total war sttrtigth of the seven continental p?v. i rs counting the Balkin states as one, lias risen iroin o,iz,uw so m,- r t n a C AAA . a 480,000. If we add to this host of trained lighters on a war looting tne olasses of partially-trained men in tne second and hnal reserves we gee an luiDosinz total of 28,000,000 soldiers, all liabla to be drawn into the next Eurortean war. and now more or less withdrawn from peaceful vocations, at a total annual public cost oi ouu.uuu 000. This vast war taxation wrung from people who do not hate each other, who do not want to fight, who ask only for opportunities lor peacelul industrial, and mutual iramc, is a ?rrible burden. Lhe blood nione mast be borne, however, ior nj bet . ter reason thau that it ia still iu the ( ower of a few families the Huher ollerns, Hapsburgs, Romanoffs, Bourbons, and Coburgs to embroil the whole continent with their ly uaotic intrigues and ambitions. It is only when the modern lieu res of arm ies and war taxation are studied, fig ures at which Fredeiick the Great or Napoleon would have been paralyzed with amazement, that -we realize what kingship means. aer"rom" Ochiltree's Latest.
