THE SENATORIAL QUESTION. Throughout the state there were many people, of all political beliefs, including republicans as well as other parties, who were opposed to ibe re-election of Hon. J. N.Polph to the position of United States Senator. Just the exact grounds of their opposition It would be difficult to define, but in general j principles they felt that way. Ti e universal verdict, when the matter was pressed home for a definite consideration, was that Mr. Dolph had made an efficient, prudent and attentive senator, looking carelully after the interests of the entire state, in fact bad done very much better than any one had thought it possible for him to do. A careful weighing of all the different aspects of the question, however, will demonstrate to the candid observer that no better choice could have been made from the available candidates for the utfice in the state, lie represents m with honor and dignity., and a close examination of his record in congress will ail to show a single i instance in which he has neglected or evaded a duty. His record has been ciean, and it is not the course of wisdom to let prejudice interfere in the cordial support of everv individual in the state of Mr. Dolph's congressional work in ' every case where such support or suggestion in that direction can be gi en. A very commendable part of the action of the legislature In his election was the unanimity and dispatch with which it was accom plished, thus leaving the time and attention of the legislature to be employed in its legitimate field of law enacting. Governor Hill, of New York, is made the subject of very many unkind trusts from his own demo cratic party papers. One of the latest is from the great democratic daily in St. Louis and says. "One of the numerous absurdities of Governor Hill's recommendations to the New York legislature is that a law should be passed punishing failure to vote. After its passage it could be appropriately amended bo as to make it a misdemeanor fcr cheap New York demagogues . fail to become candidates for the presidency." Tub people of Portland think of sending a b ttl- of their hydrant water, which comes from the Willamette river, to the legislature ntSalc-in, to influence that bodv to grant them the privilege of issuing a large amount of untaxable bonds, so that they can bring in pure water to the city from Bull Kun. The view of the filthy Wil lamette mud will probably be con vincing. elle-J by law to provide for the health, the- morals and education al training of their offspring. All the children in tenement houses work. I have seen them nine and ten years old at work. I have seen children employed in tenement house cigar factories varying in age from six years, I should say to fourteen; they have been kept irom school and been obliged to work almost any length of time without any regulations as to time, and barely have, time to go through, with their meals. ' They were often compelled to remain in rooms which were overcrowded with adults, where decency was a strange factor, morality unknown, and where, in the heated term of the year, the. adults were almost nude. I have seen eight persons working in one small room about twelve by fourteen. One of the eight was a little fellow not more tbaq nine years old, indescribably dirty and ragged. In busy seasons you can see any number of chil dren engaged in stripping and pre paring Ujbacco; the numbers so employed would average more than twenty to a house, and the ages would range from five to fourteen ; they work from eleven to fourteen hours a day, sometimes more. They do not work as long hours as the grown people, but enough to kill them rapidly. The children in our trade are pressed into the service from the time they are nine years of age, and from then on they work pretty steadily until thev reach an age at which to as sume the responsibilities of man hood and womanhoon. "The highest culture is to speak no ill, The beat reformer is the man whose eyes Ars quick to see all beauty and all woi'th, And bv his own dNcret, well ordered life He best reproves from erring. The following item shows a pitiable state of affairs in the cigar factories of New York city, it is taken from the report of Commis sioner C. F.
