RAILROAD MATTERS. men on two occasions for the par oseof capturing Mataafa or de stroying bis fortresses and to have been defeated each time. But that does not constitute a war It was at most but an attempt to depose Mataafa in the interests of Tamasese and to increase the in fluence of Germany in the islands. As has been said before, there can be no doubt but that Germany will recede from the position which she has taken, if a positive and (eremptory demand be made by the United States; and if Great Britain shall unite in such demand, the reply will be the better assured, for Bismarck is not foolish enough to insist upon the retention of Samoa in face of the .opposition of two such nations as Great Britain. and the United States. The effect that legislation has upon the railroad interests of the country, is decried and belittled as much as possible by certain parties, bat it nevertheless has a salutary effect and its results will be for reaching and beneficent if judge ment, good sense and equity con trol the future enactments and the administration of the law as enacted. In the matter of the enforcement of the inter-state law now in operatisn, we glean from the Springfield Republican that the railroad presidents in confei ence at New York reached an agreement on Thursday as to rem edial plans quite unlike the "clearing-house" scheme at first reported as being in favor .with them. It is an "interstate railway association," composed of one manager and one president from each road, which shall meet monthly, work for the enforcement of the inter-state law, Representative clergymen of New York city have issued a call to the citizens of the city and the Nation asking that those "of every name and race and creed" "follow the example of their fathers and meet in their respective places of worship at 9 o'clock in the morn ing of April 30 and hold such religious services of thanksgiving and praise as may seem suitable in view of what God has done for us and our land during 'lie century which has elapsed since Geore Washington took the chair of state." The steady growth of temperance sentiment in the United States is shown by the fact that eighteen states have adopted scientific temperance education laws, and congress has passed a law which insures the instruction of youth in principles of temperance in the school of the territories, the Dis- and naval 6ehool3. nr 1 1 i j ii e r or. n invested last vear in- Southern industries $168,000,000. Nearly $30,000,000 of this was in vested in Alabama, which leads in mining and manufacturing enterprises in that section. Ken tucky got $28,000,000; Texas, $18, 000,000; and Georgia $14,000,000. The least amount in yes ted was $2,000,000, which went to Mississippi. and fix rates for the various roads I trict ot Columbia, and the military represented, providing penalties of fines for all violations of the agree nient. Each president shall be responsible for the rates of his road, and no changes can be made xave by the board's approval. Subordinates caught cutting rates must be discharged, and all viola tions of the inter-state law will be reported to the commission. So far as rates are concerned, this plan is simply an extension of the various agreements formed be tween lines since pooling was prohibited ; only that more string ent provisions are here made to prevent any violations. The de termination to at last combine for the enforcement of the commerce law and assist in toning up present railroad business morality is a very commendable one and would of itself, without any rate agreement, do much to protect the properties from present scandalous manage ment. But how willing some Western roads will be to join the association is uncertain. The little island far awa' in the Pacific ocean, for the lack of excit ing incidents in any other quarter, ju9t at present forms a center of ' news attraction. The latest in - regard to the matter indicates that Lord Salisbury, the English Prvtuier, has concluded to join wit! the United States and de mand that Germany shall observe treaty stipulations and interna tional law in the treatment of Samoa. The Chronicle thinks that we need not inquire too closely into the motives which induce Great Britain to loin hands at this time and juncture with the United States in defense of the autonomy of Samoa. It is enough to be assured that she will uphold the treaty stipulations and obligations, and will insist that the convention between the three nations, the United States, Great Britain and Germany, is not a mere rope of sand; to be broken at the pleasure of any one of the contracting parties, but that it is a valid and subsisting agreement, binding upon all alike and to be kept inviolate. The view which Salisbury takes of the Samoan question indicates that he does not attach as much importance to the formal declara tion of war on the part of Germany as Mr. Bayard seems to have done. Count Arco, the German Foreign Minister at Berlin, informed Mr. Bayard about the 10th of this month that a state of war existed4 tietween Germany and Samoa, and Mr. Bayard seems to have accepted the statement as literally true. uch a war would be an opera- bouffe sort of affair, but if the Secretary vi State credited the German Minister he could do nothing for the actual defense oi Samoa. There will be much ruriosity to know whether a simi :ir statement will be made to tht English Embassador at Berlin. No accounts tet received from Samoa raise the trouble there between the Germans and the Satnoa::s to the dignity of a war. The Ger.na is seem to have landed LOl. ONE BROWN MAR!:.
