edial plans quite unlike the "clearing-house"
scheme at first reported
as being in favor .with them. It is
an "interstate railway association,"
composed of one manager and one
president from each road, which
shall meet monthly, work for the
enforcement of the inter-state law,
Representative clergymen of
New York city have issued a call
to the citizens of the city and the
Nation asking that those "of every
name and race and creed" "follow
the example of their fathers and
meet in their respective places of
worship at 9 o'clock in the morn
ing of April 30 and hold such
religious services of thanksgiving
and praise as may seem suitable
in view of what God has done for
us and our land during 'lie century
which has elapsed since Geore
Washington took the chair of
state."
The steady growth of temperance
sentiment in the United States is
shown by the fact that eighteen
states have adopted scientific
temperance education laws, and
congress has passed a law which
insures the instruction of youth in
principles of temperance in the
school of the territories, the Dis-

THE SAMOA AFFAIR.
The little island far awa' in the
Pacific ocean, for the lack of excit
ing incidents in any other quarter,
ju9t at present forms a center of
' news attraction. The latest in
- regard to the matter indicates that
Lord Salisbury, the English
Prvtuier, has concluded to join
wit! the United States and de
mand that Germany shall observe
treaty stipulations and interna
tional law in the treatment of
Samoa.
The Chronicle thinks that we
need not inquire too closely into
the motives which induce Great
Britain to loin hands at this time
and juncture with the United
States in defense of the autonomy
of Samoa. It is enough to be
assured that she will uphold the
treaty stipulations and obligations,
and will insist that the convention
between the three nations, the
United States, Great Britain and
Germany, is not a mere rope of
sand; to be broken at the pleasure
of any one of the contracting
parties, but that it is a valid and
subsisting agreement, binding upon
all alike and to be kept inviolate.
The view which Salisbury takes
of the Samoan question indicates
that he does not attach as much
importance to the formal declara
tion of war on the part of Germany
as Mr. Bayard seems to have done.
Count Arco, the German Foreign
Minister at Berlin, informed Mr.
Bayard about the 10th of this
month that a state of war existed4
tietween Germany and Samoa, and
Mr. Bayard seems to have accepted
the statement as literally true.
