The most potent instrument in the civilization of the world is the modern facility of rapid transition, which enables the mingling of all the people together. And this end is accomplished by the railways of the cultured nation. The Bulletin of San Francisco very truthfully says that the conquest of a country by railroads is a great deal better than subjection by cannon. "When English capitalists built a railroad about twelve miles iong, extending from Shanghai down to deep river navigation, it was the wonder even of the Mongols. They patronized it extensively. It was supposed to be the beginning of vast railway enterprises in China. When, therefore, the government proposed to buy theroad, the sale was made on the supposition that it was tin forerunner of great railway under takings in that country. But soon after the road was transferred, the Chinese Government caused the rails to be taken up, and the road bed so entirely obliterated that it is now little more than a trail over which coolies transport goods on their backs. The Chinese decided j fhaf tW did not npftd railroads: ! but they decided that ironclads and gunboats, of the most approved construction, are the most desir able equipments for a navy. The railroad has not made the conum st of China yet, and it may be many a day before that result is at a ned. Our own people have $1,100,000, 000 in savings banks more per capita than the people of any other country and more per capita since republican protection held swav than ever before. There are 11,000,000 inhabitants in New England and New York state, with $71 5,000,000 in savings banks. The United Kingdom England, Scotland, Wales and Ire landhas oS.000,000 inhabitant and $lS2,000,O0Oin savings banks. There are $12 in savings in those states for every $1 in Great Britain. Will it pay to change a policy that works such good results to try one which is marked in countries it controls by the abject poverty of the working classes and by a rate of wages only half as great as our own? The following story is told of General Harrison in connection with a public dinner given him on one occasion : "At the close of the dinner one of the gentlemen drank his health. The General pledged his toast by drinking water. Another gentleman ottered a toast and said : 'General, will you not favor me by taking a glass of wine?' The General, in a very gentlemanly way, begged to be ex- cused. He was again urged to join in a glass of wine. This was too much. He rose from his seat and said, in. the most dignified manner : ' ientlemen, I have tw'ce refused to partake of the wine-cup ; I hope that will be sufficient.
