As the present ordinance is defective, requiring the arrest of the owner instead of the cow which runs at large at night, it would te in order to sub stitute a new ordinance, and it should absolutely prohibit the festive bovine from running t large within the city limits either day or night. The State Rights Democrat is liowling again because the repuu liean tariff" bill puts jute, manila, and other textile grasses upon uie free list, and puts a 40 per cent duty upon the manufactured articles. Why, bless your ignorant little mind, just compare this with the placing of wool on the free list and taxing manufactured woolen goods about 40 per cent as the Mills bill proposes; and is it not better after all to make free what we cannot raise and have to buy, and to protect what we raise and manufacture.
