Kenton's 50c. per gailon. The Hkrald devotes some space thi3 morning to cartoons. It is an age of pictures, and ai illustration sometimes speaks plainer than words. Albany dealers have consumed the entire supply of ice in this city and will procure some from Scio, where large quantities were stored last winter. F. L. Kenton sells groceries at cash prices, consequently does not wish to do any credit business. Persons having cash to invest will do well to give him a call. The strict enforcement of the dog tax law in Albany promises to materially diminish the supply of worthless canines about the city, which is a thing devoutly to be wished. Some miserable dogs killed seven rine sheep a few days ago owned by lames Layton near Scio. THE till TO BE ADYEUTIjED. A Proposition from the Inter-Ocean to IGive This City an Elelmate Article Hews About the City. i Mr. I). Leubrie, staff, correspon ; dent of the Chicago Inter-Ocean, is m the city, and has submitted a proposition to publish in that journal an elaborate article con cerning the advantages of Albany and Linn county, together with the inducements "offered here for the investment ot capital and the establishment of manufacturing enterprises. The article is to be published on Nov. 14th, after the smoke of the presidential cam paign shall have passed away and people will naturally turn their at tention to other matters thy 11 poli tics. In consideration for such space in the columns of the Inter Ocean as will present fully the principal features, advantages, etc. of Albany and the resources of the surrounding country, Mr. Leubrie asks that fifty subscribers be ob tained to the Inter-Ocean for a term of three menths or twenty-five sub scribers for a period of six months at '30 cents per week. Several business men were con versed with concerning the prop osition, gincluding S. E. Young, president of th board,of trade Jay Blain, secretary, Mayor J. L. Cow an, L. Flinn, president of the First National Bank. the real estate iirms and many others, who signified a willingness to accept the proposi tion and subscribed aicicles to that effect. In fact there is little doubt but that the subscriptions can be made up.in which event the article will be lortcoming. Such an advertisement in a great journal like the Inter-Ocean will do much toward attracting at tention to Albany, one of Oregon's foremost and growing cities, and toward bringing this portion of Oregon before the people in the East. It is certainly a liberal proposition and should meet with success. The matter will come up at the meeting of the board of trade Tues day evening .and definite action taken. Mr. Leubrie is highly pleased with the apj e ranee of Albany. He says he had heard very favorable reports of the enterprise and thrift of the city, and on visiting it was in no wise disapjMjinced. He states that before leaving Chicago the officials of the Chicago & North western railroad conversed with him concerning this portion of 1 Oregon and expressed much inter est in its prosperity. Mr. Leubrie stated to a representative of the Herald that a big tide of immi gration is bound to sweep this way soon, and that he firmly believed that within five years the popula tion of Albany will reach 15,000. "You may not believe it," he added, "but from all that I can see and learn of Albany and its favora ble railroad connections and sur roundings, it is bound to do it." Military Changes. Captain Johnson, of Co. E, of Corvallis, has tendered his resig nation. This leaves Co. E without both a captain and first officer, j Lieut. 1'earse having also resinned. It is not unlikely that Lieut. Pearse will be urged to accept the cap taincy, as he is said to be the most capable man for the position. Captain Lovell, of Co. B, Salem, has received his commission as major of the second regiment arid now that company is without a commandant. Who Capt. Lovell's successor will be is as yet mere speculation. Lieut. Bowersox, of the same company, has also ten dered his resignation, having re moved to Benton county. Gave Whisky to Indians. Chas. Wilson a tramp journalist of San Francisco was arranged in Justice Humphrey's court last night on a charge of gi zing whisky to Indians. The evidence showed that he had first got the whisky from the Indians, and had then given it back to them. He was intoxicated at the time. The court gave him a wholesome lecture and held him in $100 bonds to await the action of the grand jury. In default of bail he went to jail. The depression seems to have lightened up some- what and the promise of more life ana activity is good The failure last year of the firm of Hay & Ashby left the place but one "dry goods and general merchandise store .May & Senders who are doing an increasing amount of business. There is in this dace the best opening for a merchant business that can be found, and j the assurance of cheap rent in a j tine brick building in the best I business location in the city. The grain business for the sea son is about closed, May & Senders having nearly all of the"irs in and Upmeyer o: Briggs but a few loads out. Both firms have done a large business this season. On Friday May & Senders were devoting the use of their warehouse to cleaning seed .vheat and were busy all day". Jerry Hay has purchased tiie oid tin shop and will move it around on the vacant lot adjoining K. A. Kampy's bank building, to ue as a wareroom for agricultuial ma chineiy. Jerry has invented a house moving capstan that com bines tiie vim and energy of a steam engine, cat: tan, norse combined, and Chariev Pavne rope and tackle, and pullev, all runs by "hand. is getting out the "Boss Cultivator" arrangement, and the piospect is that Harris burg will still elaim the honor of being the home of inventors of renown. Money seems to be more free in circulation than it has been for several years. That condition of the financial part- of the business of the city was not investigated, however, satisfaction being gained by the knowledge that improvement is apparent in the regular avenues of business. IKIED TO CUT HIS THKOAT. A Crazy Tramp Seizes a Razor in a ber Shop with Snicidal Intent. Bar About 10 o'clock last night a tramp, having every appearance of a lunatic, entered Thos. Jones' barber shop, and after standing around for a few minutes seized a razor and attempted to cut his throat. Mr. Jones and Win. Mack interfered, and put him out of the shop. He was then taken in charge by Policeman McClain and was led off to the city jail. He grew violent when captured and was a tough customer ' to handle. He was accompanied bv one Wm. Garnett, an itinerant marble cutter, who some months ago nearly died in this city in a fit. and who was recently released from the insane asylum. His leg was broken in two places. A WOJTAS ARRESTED. Susie Jones, a well known cyprian, was to-day arrested on the charges of selling liquor with out a license and of keeping a house of ill fame. The complaint was sworn out by J. A. McDonald, whom Susie caused to be arrested last night charged w ith stealing a clock from her place. She was ex amined and bound over on both charges. An examination on a third charge, preferred by U, S. ofiicers, takes place Monday. A KlCi STRIKE. Tlic S. reel Car Conductors Cause a llreat Tie-I p. Chicago, Oct. 0. The strike of the street car conductors and cable gripruen on the North Side was in augurated this morning at 0 o'clock. Not a car is running on the entire North division. Sidewalks have been filled with pedestrians headed for the business portion of the city since an early hour. Express wagons and rattle traps of all description, on which temporary- seats have been fixed, are being run by strik ers and others. Thus far no violence on the part of the strikers has been reported, and none is ex pected. The managers announce that no attempts will be made to start cars until Monday. The West Side car men have given it out that they will strike at mid night. Thus to-morrow three fourths of the city will be without cars. The management of the North division have engaged 150 new men. Everything remains quiet. A BIS1I OF ANARCHISTS. Au Armed Secret Organization at Work la Arkansas. St Louis, Oct. 6. A special from Winfield, Arkansas, states that there is great excitement in that vicinity over the discovery of a secret military order of anarch ists, known as the " National Order of Videttes." It exists in Cowley and Sumner counties. A man named Price, formerly of St. Louis, is given as the leader of the band. The agitation is increased by the discovery that several well known citizens are members of it. The discovery was made by a de tective who was initiated into thJ order. WHAT Till KM. 4 SAYS. In an inter view with Judge Thurman to-dav, I he said of the senate tariff bill, j "It is a badly planned measure j and only aggravates evil. I notice i they copy after the Mills bill very largely. 1 haven t read it yet in its entirety, but I know enough about it to say that it is not nearly as good a measure as the Mills bill. It is nothing more than a bid for votes. They keep up the tariff on manufactured articles to capture the vote of the manufac turers and likewise a protection on raw materials to please the farmers. It is a badly mixed affair. HOTEL BIK.VKO. Panic Stricken Guests Leap to tbet Death. Birmingham, (Ala.) Oct. 7. The McClean hotel was burned at 4 o'clock this morning. A panic oc curred among the guests. J. A. Wetherbv, of the Evening Chron icle, jumped from the third story window and was killed. His sister and niece also jumped and were seriously hurt.
