An". coining nas Vieen done by tlie railroaus of late which has tuned up the Chicago merchants as much as the action of the transcontinental committee in adopting a new schedule of freight rates between New York and the I'acific coast and Chicago and the same point. Kates on colored piece goods to-day from Chicago to San Francisco for tirst, second and third class goods are, .fo.-'o, $2 and $1.45. .New York rates on the same articles are, fl.10, $2.50, $1.85. The transcon tinental schedules propose to in crease Chicago rates to $3.00 on all classes, while leaving New York rates at $1.80. The same is done with soap and other articles. The proposed rate to San Francisco on that commodity is to be made $1.85 per hundred, while the New New York rate will remain at $1. Chicago merchants, under this tariff, can pay freight to New York on goods for Calffornia and then ship from there and save about $1.50 per hundred. EKE1UHT TIEAl.XS tLLIE. A good instance of the facto tum's cleverness occurred in the campaign of 1884. He had been sent to a large town in Ohio as one of the speakers at a big meeting to be held thtre. There were so many noted mea present that he came at the end of the list, and as he arose to speak a brass band be gan to play :n an adjoining square and the audience commenced to flock to the music. He had travel ed a good distance to make that speech, and he was not going t deliver it to empty benches. So he jumped toward the Chairman, shook his fist at him and told him that he thought he was a gentleman but that. Just here the Chair man amazed at such language, s.rose aud confronted the speaker. Music no longer bad charms for the people. They thought they saw the prospect of a fight, and every nun rushed toward the stage. As soon as the factotum had the audience campactly in front (if him he smiled blandly,, begged the Chairman's pardon, and told" his hearers that he had come to that town to make a good speech and that he didn't intend to be cheated out of their attention by a brass band that couldn't half play. Surgeon General Hamilton said to-day in regard to the yellow fever in Jack-"" sonvilie that there had been 112 cases to date, of which thirty have recovered, ten have died and seventy-two are under treatment. An Important Decision In Favor of the'Iowa Railroads. Iowa City, la., Aug. 28. Judge Fairall to-day filed an opinion in the case of the Iowa railways against the Iowa railway commissioners, the test case being that of the Chicago, Roek Island & Pacific railway against the commissioners to restrain them from putting into effect the schedule of rates prepared by the commissioners in pursuance of the recent law of the Iowa legislature. The court holds that while the commission are au thorized to execute a discretion in fixing rates, yet where they fix such rates so low that the earnings are too tow to enable plaintiff to pay fixed charges ami operating expenses, and t leir acts contravene the spirit of the statute, which requires charges to bo reasonable and just, and are in violation of the constitutional pro visions which entitle the common carrier tu reward for his seryices. The court further holds that the title of authority of legislation is between rates which are compensator' to those which are not, and when not, a court of equity has authority to en quire into the matter.
