As an abstract question of polit ical economy no one will question the soundness of the proposition to (establish an educational qual ification for voters. Congressional action on this question has been inwoked, and Senator Blair has in troduced a bill in the senate for the amendment of the naturaliza tion laws which provides, among other things, that no alien shall be naturalized until he can, in the presence of the judge, speak, read and write the English language with such intelligence and facility as to prove that he has the capac ity to transact ordinary business in that language and by; its use to become well informed in the prin ciples of the constitution and the duties of an American citizen. , The wisdom of adopting a meas ure of this kind will be a matter of considerable difference of opinion. JIany will think as does the Chronicle that no one will question the fundamental principles of this till, that is, no one who believes that diffused intelligence and gen eral education are the safeguards of the liberties and prosperity of a free people. There can be no doubt that it is a good thing for every country that its people shall be educated, and that jusc in pro portion as education becomes gen. eral the nation progresses. But as to the policy of beginning the work at the end which Senator Blair has chosen, opinions will differ. It is a question purely of expediency whether we shall require from aliens more, than we do from our native-born citizens, and there seems to be a sort of inequitable e'ement in Senator Blair's propo sition. They will probably also agree with the same paper that the proper way to reach this question is for the several states, in their capacity of sovereigns, to require that their citizens shall submit to an educational test before being permitted to exercise the right cf suffrage ; and when this is done, it will be entirely consistent for con gress to adopt a similar provision with regard to aliens. To do other wise looks like plucking out the mite from another's eye and leav ing the beam in our own. Heretofore the exercise of the privilege of suffrage has been a potent agent towards acquiring ed ucation, and a sufficient under standing of the constitutional laws to intelligently apply the use of the ballot. Whether the period is past when we can safely rely upon the educational influence thus exerted is a question that requires careful study and matured action. Popular Science says those more perfected and exact conceptions of nature which we call scientific kk'as have prevailed only after centuries of moral strife with the inherited superstitions and imper fec: generalizations of our semi civilized forefathers. The pro gressive and liberal governments of our most advanced nations to-day have been established in spite of the bitter opposition of their predecessors, and are them sjlved fighting tooth and nail the higher forms that will succeed them. In literature and art old schools strive to deny existence to the new ; and even in the little affairs of our daily lives, we areajl permitting the things that are, and "have sufficed to our fathers before us." to keep out the better things that might be. The health boards have an orig nal way of dealing with matters in Horida.
