Albauv ! EFFECT OF GLIM A TE. I i Later scientific men are begin ning to demonstrate that the con ditions of nations, so far as civili- jzation and progress is concerned as well as morals and physical development depe.uls materially upon the climate of the region !they inhabit. One ot -our scien tific journals has been investigat ing the subject and deduces many examples provingthese conclusions. In investigating the different' (aspects of fnatrimony, as a moral guide, it says: "The copper-colored natives of the Peruvian alturns marry late, w hile under the same parallel the Creoles of the Brazilian , lowlands do not hesitate to enoour- f age the matrimonial propensity s of children in their earliest teens, boys of fourteen and girls of thir teen and twelve, or, if we shall believe Dr. Burmeister, even ot ten and nine. The courtships oi 1 Sicily, too, are expeditious, evtn from an Italian point of view, while on the island of Corsica a peculiar state of agrarian difhVul ties has counteracted the influence of climate. Many of the campan ita9 or small terrace plains have been so utterly exhausted that the available means of irrigation fai: to redeem the impoverished soil, while a large percentage of the i rproductive area is in the hands of j the convents, which reserve ti e I right of tenure for their old re tainers.. Combined with the strait: -ot that land famine, the over increase of population became such an unqualified evil that the common sense of the peasants originated a system of ostracism, attaching infamy and social ex 'Communieation to the preliminaries as well as to the results ef marri age before a specified age. The late marriage of mountaineers, too, may be partly explained by their instinctive love of independence. The sterile soil of a highland region necessitat3S fsr and frequent ex cursions in quest of the means f subsistence, and the unencumbered privilege of personal freedom thus became often a con dition of sur vival. With a marmot and a hand organ, if not with a marmot alone, the young Savoyard perambulates .Europe from end to end, till he has accumulated the equivalent of an Alp'ne competency. The monteros of the upper Apennines roam Italy like gyps es, ready to dj an' man's harvest-work. Young Scotchmen j cross the Tweed or even the At- j 1 xntic before they venture to run I the risks of matrimony on the pre carious resources of a Highland moor. Highlanders, though the stoutest defenders of their native soil, have therefore rarely engaged in wars of conquest ; and the most expansive nations, to use a Bis marckian euphuism, were generally lowlanders-!-Prussians, Russians, Arabs, Mongols, Goths and Tartars. "We might add Romans, for the tide of conquest which inundated all the coast lands of the Mediter ranean originally emanated from the plains of Latium. Russia will not rest till her flest rides the eastern Mediterranean as well as j the Euxine. Tamerlane avowedly intended to extend his empire to I the Atlantic ; and, from the cam paigns of King Cyrus to the ex- j pansive enterprises of Victor Emanuel, nine out of ten inter-1 i ..., i i i -i, i jiauuiiiu ivais iiavt; euueu wiui ine ' victory of northern nations over j their southern neighbors. V 1 reverse the process in the case of the human animal ; but it is fin lhat a rigorous climate evolve fiiipenor 'claying power,' aiu; war the last shout is worth ado challenges." 115 It would be as difficult for Mr. mailman to define his position on - i the prohibition qu.'Stion. as it is j for Mr. Stite.s. Th-i latter savs, ' tav . . l . 1 - - .1 i -o mail nas ever nearu me say vHiether I am a prohibitionist, or whether I am not." Mr. Small man simply camped on the trail of every democrat up for office who did not agree with him in supporting prohibition until aftei he received the nomination for sheriff; then he said he had not been in earnest concerning his position on the pre hibition question, and that he would turn about and oppose it if the people would only vote for him. A man of such principles would not make a very good sher iff, and voters should remember it next June. It would be well, since there will be two democratic members of the supreme court, Judges Strahan and Thayer, to have tiie third member a republican by re-electing Judge W. P. Lord. There would then be a republican to watch the demo cratic members and democrats enough to watch the republican, and keep things evenly balanced, so to speak, and perhaps prevent one-sided decisions. Governor Pexxoyer, in his ad dress of welcome at the opening session of the Oregon State Grange yesterday, took occasion to deliver a free trade speech. The free trade idea was clothed in the thick wrap page of an ingenious phraseology, but it remains to be seen whether such attempts to pull the wool over the eyes of the farmers of Oregon can prevail. The voters of Linn county have a sensible way of listening patiently to all the speeches made by the candidates on all sides, and their quietly using their own judg ment by voting for the best men. If Congressman Hermann is re elected, it is certain tlie interests of the entire state will be served. NEW TO-DAY. Wood Yl anlecl.
