In lieu of the protection which might be afforded by state inspec tion, investors will have to fall back upon a wise discrimination and conservatism on their own part. The magnitude of the busi ness done by these companies is indicated by the fact that thirteen of them have now outstanding $42,637,653 of guaranted loans and $9,189,018 of debentures. Yet these are only a few of the com panies engaged in the business of investing Eastern capital in West ern mortgages. It seems profitable to consider whether a large part of tills capital might not wisely be kept in. the East to develop enter prises there, at perhr.ps less risk, and with a good 'chance of steady returns. If municipal bonds were placed, as we have suggested, in the form of a popular loan, in bonds of $100 and $500 and were relieved of taxation, it is highly probable that thev would be tempting to many of the small in-! 4. 1 I .1. vestors wno now put tlieir money into these Western securities, This would be an advantage t the j cities or citizens who took the! loan would feel a quickened inter- j est 5n loVal government, and it j would not be a bad thing for inves- j tors- to be a little nearer their in-1 vestments.
