VILAS AXD THE SURPLUS.
If the testimony for the defend

operation, tend to diminish it with j
a rapidity which would be start-j

Jesting apart, hovever, it does
sem as If the exponent of purity,
irover Cleveland, is either a very
poor judge of man or is in very had
luck in the selection of his subor
dinates. In twenty-iive years of
republican administration there
were not so many scandals with
regard to officeholders as have oc
curred during the three years of
Democratic sway. Some of them
were doubtless without solid foun
dation, but there are enough whah
have been shown to be m stand i',
in the ordinary sense of the word,
but painful and disgraceful lact.-.
If the democratic party still ad
heres to the cry of "turn the ras
cals out," it is time for it to show
its faith ty its works, and to set
about cleaning its own Augean
stables.
I' Very few realize the extent of :
the Eastern money vindicate busi
ness in covering Western lands
mortgages. Even the Eastern
papers are becoming alarmsd at
tne extent of the capital that it '
takes from that vicinity, too much
of the cash that they desire to ;
be kept in ne th.-re. Boston
pipers are givum the subject an ;
airing. The financial department ,
of the American Wool Keport r
has been largely devoted, for three ;
weeks, to an examination of the:
business done oy various Western .

In lieu of the protection which
might be afforded by state inspec
tion, investors will have to fall
back upon a wise discrimination
and conservatism on their own
part. The magnitude of the busi
ness done by these companies is
indicated by the fact that thirteen
of them have now outstanding
$42,637,653 of guaranted loans and
$9,189,018 of debentures. Yet
these are only a few of the com
panies engaged in the business of
investing Eastern capital in West
ern mortgages. It seems profitable
to consider whether a large part of
tills capital might not wisely be
kept in. the East to develop enter
prises there, at perhr.ps less risk,
and with a good 'chance of steady
returns. If municipal bonds were
placed, as we have suggested, in
the form of a popular loan, in
bonds of $100 and $500 and were
relieved of taxation, it is highly
probable that thev would be

would not be a bad thing for inves- j
