Chairman RAILROAD COMMISSION LA Y Since the enactment of the ra:i road commission law by the last session of our legislature, the at tion of the people has been directed to its workings, and much specula tion lias been engaged in as to the ultimate value of a railroad com mission. After careful investiga tion we are of the opinion that much good has already been ac complished by this law, imperfect as it is, and with proper amend ments thereto, we may reasonably expect more in the future. . Experience in the past is the best guide in the future, and it seems to have occurred to our an cestors long ago that the carrying trade of the world, then almost exclusively done upon the waters, demanded for itself, and for the establishment bf its just relations, a court or tribunal devoted to the investigation and application oi just principles to the transaction oi its business. And hence admiral ist's courts are found in almost every civilized nation having a sa coast, and this great inland carry ing trade, largely developed within the nineteenth century, can only be understood and reduced to system and government upon just principles by the establishment of boards or tribunals which shall, after careful consideration, develop a system of land admiralty which, while subverting no just rule or law of the business world, shall apply each and every such rule to an entirely new factorthe land carriage system. Good results will be found from adiustment and harmony, and through the application of old rules to new facts rather than from an abandonment of old rules and principles of business. For nearly half a century the people have tried to protect themselves against the. natural rapacity of railroad corporations by legislative enact ments, and laws forcing rates and fares or maximum rate laws have been tried with indifferent success. It has been found to be hard to operate a railroad by statute, or difficult to have an unbending rule with uniform limit on all lines and under all circumstarces. Most of the states have aban doned this mode of procedure, and more than half of them have rail road commission laws. And we are informed they are giving entire satisfaction. Most of the evils complained of are the outgrowth of abuses, long practiced abuses which have es tablished themselves in the busi ness of the world, and it is im possible for them to be eradicated at once. It is hard to realize that an ed ucated young lady of refined sen sibility could allow herself to be imbued with the idea thus pre sented by the Chronicle: "The parents of the young female teacher oi the Cheyenne agency ught to ent her from marr.ms the! dian buck of whom she is re ported to be enamored. A senti mental and conscientious girl frequently conceives strange ideas of her duty, and this young woman probably thinks she has a mission to perform in civilizing the partic ular savage who has struck her fancy. The Indian is said to be wholly uneducated, and the result of such a union would, of course, be disastrous to the white woman. She would, no doubt, get a better conception of the Indian character." but the fees for her experience would be heavy and degrading." The possibilities hinted at in the item of news referred to' are scarce.y up to the standard of re fined morality, but it is said that just before the Prince of Wales left for the Riviera, he proved how useful he really might make himself in a social way if he chose.
