The Southern Pacific company has made an excess baggage rate of $3 per 100 pounds on the Cali fornia & Oregon road. The old excess rate was $5, but at the time stage connection had to be made between Ashland and the Siskiyou mountains the excess rate was 47.50. A rumor was prevalent Monday in S.F.totheefTectthat the Yaquina bay line of steamers,operated by the Oregon development company had been purchased by the Oregon im provement company. Inquiry at the office of the former company i ieveloied the tact the story was untrue in every particular. One Fifth Fare. The annual encampment of the . A. It. and W. K. C. meets in Albany next Wednesday, Feb. 22, continuing in session for two days. The O. & C. lines give return tick ets at one-fifth regular passenger urates to all representatives and members. The O. P. R. R. wiil i do the same thing, and will also liold their boat which leaves Cor vallis Wednesday at 10 a. m. for Albany until after the arrival of the up west side O. & C. train, and hold their boat over at this city on Thursday evening until after the adjournment of the encampment. Winter Over. ! A subscriber at Badger, W. T., writes under dale of Feb. 7th, that winter is over, and although there 1 as been considerable cold weather stock has come through in good shape on the range. The grass was plentiful. U. A. K. EXfAMAMtAT. It wiil Convene in this City To-day Re ception to he Given To-D'ght. The annual encampment of the G. A. R., department of Oregon, convenes in this city to-day. (Sev eral of the delegates arrived yes terday, and many more, enough probably to swell the number to 200, will arrive to-day. The official hoard" will hold its session at 10 a. m. to-day, and the regular business of the department will convene in the G. A. R. hall at 2 p. m. A reception with supper will be given the visitors at their hall to-night. After the regular business session to-morrow the play, "The Veteran of 1812," will he repeated at the opera house, with additional exercises. G. E. Caukin and wife, of Port land, Dr. J. G. Jessup, of Newport, Rollin A. Pratt, of Mehama, M. E. Otmstead and wife, of Baker City. A. A. Houston, Baker City, A. E. Borthwick, Portland, E. B. The public will have reason to be pleased to bear that this favor ably known company of musicians will ieturn to this city and yive a performance on Saturday evening next. Their peitormance here last- December was a clean and enjoya ble one. The professor enjoys the distinction of being the only col ored graduate from the Cincinnati college of music, as well as the onlv colored professor of music ever in the Cincinnati public: schools. As a student, he was earnest and painstaking, having a mark of nine in a maximum of ten. For two years Professor Mc Kanlass studied in Leipsic, giving his attention to violin, theory, harmony and composition. The professor's traveling represents sixteen years of his life, and dur ing that time he has visited Eng land, France and Australia. His musical specialties are new and original, his feat of playing two cornets at once, and also that of playing on eight different instru ments at one and the same time, being original with him. Taken all in all, the professor is certainly a musical genius, one who com bines a natural ear for music with many vears of hard study. It is for this ! purpose that the large pile of j gravel and dirt has been placed . alongside the building, and not for the purpose of grading the streets as many conjectured yesterday. Many rods of sidewalk on First street will be replaced this season with stone pavement, giving the city a much more metropolitan ap pearance. Oregon I'acilic Suit- In Judge Shattuck's court yes terday morning counsel for the O. P. R. R. Co., in the suit of Nelson Bennett, to secure judgment against the company in the sum of 1551,825, moved that plaintiff's amended complaint be stricken from the files and that the cause be dismissed. The court will hear the motion next Saturday. Port land News. German Ball. A German ball will be given at the opera house by the German citizens of Albany and vicinity on Friday evening, March 9. The annual show of stallions for Marion, Polk, Linn, Yamhill and other counties, will take place in Salem on Saturday. In ali formations of the com pany for drill, parades, etc. no member will ho permitted to answer to roll call unless clothed in the proper uniform, nor will any member be permitted to wear his uniform unless by special permis sion of the commander of the com pany, except at military gather ings, and in going to and returning from the same, nor to hire or loan his uniform to another person to be be worn at other than military gatherings. The attention of the company is directed to Sec. 7 of Act 1 of the constitution, which provides that every member while in uniform or while wearing any portion thereof shall be responsible to the company tor his conduct. The Alsea country, in Benton country, is said to be rapidly set ting up. Wheat is beginning to come into town in considerable quantities, says the Arlington Times. A man named Hammond Han son, at work for the O. R". & N. Co., had his leg broken last Wed nesday by a tie slipping, while er gaged in hauling the wrecked en gine on the track near Hosier. Andrew Ryan's house, on Lost river, was totally consumed by fire a tew days ago, destroying every thing he had except the clothes on his back. It was caused by a lighted candle being upset while away from the house. Special to the Herald Salem. Feb. 21. The Capital Journal Publishing company tiled to day articles of incorporation with the secretary of the state. The incorporators were N. L. Chamber lain, W. H. Byars, W. H. Parry. Capital stock $5000. This paper will next Monday supplant the Evening Sntery, the last issue of which appeared to night. The Ueer or the Sorthwt-st. The gjeat deer range in North ern Wisconsin, across Minnesota to Dakota, and covers the country adjacent to Brusli City and Prince ton and to the norch of Brainerd. There are very few deer on the Red Lake Reservation, and very few about Duluth, because the wolves are so uumerous in the counties adjacent. The wolves drive the deer out. At the ex treme frontier the deer are found in good condition. They breed in the timber, aud remain there dur ing; the Summer, aud are driven out by the wolves in the Fall. Be tweeu tiie Indians and the wolves mauy deer are wastefully destroy ed. It is necessary to kill the wolves to keep the deer crop, and the bounty in doing some good. But the deer are not getting exter minated. You might as well talk about exterminating the ducks, cranes, gulls, pelicans, and all I kinds of water fowl, which breed up iu the Peaice River country. 1500 milesnorthwest of Winnipeg. Theie about 20,000 saddles of ven isou handled here a year. Some times this amount is exceeded, as in 1878, when the prairie fires got into the timber, aud drove the deer into lie settlements.
