It has been with a great deal of satisfaction that our citizens have contemplated the completion of the O. & C. railroad, giving us connection wiUi the Central and Southern Pacific lines in California. The fact that the control passed into the hands of the Southern Pacific company did not mar the pleasure of the occasion, for it was concluded that the push and en ergy of that corporation would bring ns a boom in business matters and an increased immigra tion that would entirely offset any detrimental eil'ects that would follow a consolidation of company interests. But the glory, glamour and eclat of the last spike celebration has passed away, and we are getting down to a solid business basis. The smoke of the bonfire and anvils, the ding of the bells and the congratulatory speeches have cleared out of sight and hearing, and we can coolly contemplate the results that have and are accruing. On investigation it is found that the actual consolidation, as far as mutual business interests are con cerned at least, does not stop with --the .Southern Pacific and the Ore gon and California lines. The join ing of community interests through mutual business relations extend its ramifications to include the Union Pacific with the Short Line, the O. K. & N. and the Northern Pacific. And the result is an ad vance of freight rates, in some in stairevtwo hundred per cent. A glorious outcome certainly, and one deserving of bonfires, speeches and congratulations. If any one doubts the truth of this statement just interview any business man upon the subject. Last year through freight was brought here as low as eighty cents per hundred pounds without class ification. Now the rates are ad vanced to .$2.7'. per hundred, and notification is already out that a close classification will be made, and uppn implements,' which in terests us the most, in a few days the rate will be advanced to $3.40 per hundred. What a glorious thing to have railroad connection established, and what a competi tion the -Canadian Pacific makes. But then we suppose it is all the fault of that horrid inter-state rail road commission. Through rail road connection is a good thing, but when viewed in the light oi such radically increased freight charges this particular instance savors too much of discrimination in favor of California and our neighbors on the north, and causes us to look more eagerly for a through line of our own from Al bany to the East, which will both (centralize trade here, and give a i shorter and cheaper route to East ern markets. THE PEACE OF EUROPE. The recent action of the German premier, in addressing the reichs tag and inducing the passage of the military bill, which adds $70, 000,000 to Germany's debt, for the purpo'se of extending and enlarg i ing the army, if taken as a criterion vould indicate that the peace of Europe is in danger of being im paired. Whatever Bismarck's object may be, it is certain that the condition of affairs of the different nation alities of Europe do not warrant the assumption that an immediate war is inevitable. As a leading daily remarks, the contemplation of the subject brings us at once to a consideration of the difference between our situation and that of the nations of conti nental Europe. At this very moment there are questions pend ing between the United States on the one side and Great Britain and Canada on the other, vastly more grave and important than any between Germany and France rr Germany and Russia. The question of the fisheries and the seal-hunters offers many more difficulties and a much better op portunity for war than any com plication which has yet arisen to disturb the peace of Germany; ind yet there has not been the faintest whisper of war. Congress, wit.U a surplus in the treasury to dispose of, has never dreamed of increasing the effective strength of the army to make ready for a pos sible war with England, nor, in Jeed, of building a navy for such a purpose. There has been a gen eral demand for an increase in the strength of our navy, which is being gradually complied with; but such demand is of the most gen eral character, and has no relation to any anticipated conflict with Great Britain upon the fisheries question. Some particularly dark scheme must be lurking within the mind of the German diplomat to cause him to create the impres sion that a war is inevitable and accelerate the action of arming Germany. THE KE.4PKK UK.4TII. The following resolutions were adooted bv Charitv grange No. 15, P. o"f H.. Feb. 4, 1888 : . Whereas, The Great Master of the universe, in the mysterious dispensation of his providence, hath seen fit to call from our midst our lady assistant steward elect, Alice .M. Wood, therefore be it liesolved, That while we bow in humble submission to the will of Him who doeth all things well, we deeply deplore her untimely death, being thus early cut down in the opening bloom of her young womanhood by the ruthless hand of death, thus adding another to the long list of those whom we hold sacred in memory. Resolved, That we, as an order, in her death have lost a sister, whose record of fidelity was ever good, and that her death leaves a void not only within our gates but also throughout the social circle in which she was known. As a member of society she possessed those qualities of head and heart that endeared her to all. Resolved, That we deeply sym pathize with her afllicted parents, brothers and sisters in tneir sau bereavement, and in token of our respect, we order these resolutions to be placed on the minutes of our order, and that a memorial page be devoted to the memory of our deceased sister. Resolved, That a copy of these resolutions be given to the Idaho count' Free Press, and another copy to the Herald-Disseminator, Albany, Oregon, for publication and that our members wear the badge of mourning for thirtv davs. W.
