There is no doubt that their disabilities were ac quired in the service of their ! country, and the proof can be made by other testimony than the law now requires, but by reason of the death of medical or hospital officers, or of company or regi mental officers, or the destruction of records made in the field and lost in the field, they are barred out under the present laws. All persons who have any con tact with pension matters and pensioners have knowledge of such case3. There are manv widows, eld won en now, who have mislarU j ... their certificates of marriage, and j anr find that the person who solemn ized the marriage is dead, and the records, always loosely kept in this country, deficient. They are there-fo-e unable to submit technical proof in the absence of tiiis pri mary evidence. The law ought to permit secondary evidence, ob tainable from their neighbors who know' that they have sustained the marriage relation. It is not to the discredit of the framers of our pension laws that these cases should exist, .-nice it is not amongst human possibilities fur a law to be framed, in advance of experience, that shall meet all the caws in such an extensive field j R. Senator Mitchell favors the reduction of the duty upon opium from ten to three dollars per pound, as a measure to abate the smug gling of the drug into the country.
