Delivered by carrier, per week 0.1ft Hr- mail, per yt-aj .i5.j WEKKI.Y. (Published every Friday Morning.) One ropy, per annum, in advance. ......S2.00 When not paid in advance 2.f 0 HOUSE COMMITTEES. The make up of the house com rr:i.tees, as created by Speaker Carlisle, have been before the t-ountry long enough to have been considered and their aims, objects and probable results estimated. The Cnronicle sums up the matter in this manner: "Ai tl.ough Mr. Carlisle is not a novice . in his position, it is evident that lie woefully misunderstands the legitimate functions of the speaker ot the house. The enormous power reposed in him bv his feiluw representatives is not meant to be used to favor his particular schemes .r notions. He is not invested with autocratic authority, nor is he made supreme arbiter over the actions of the house of representa tives. No one complains if he gives the prominent places on com mittees to those of his own politi cal faith but when he plants him self .'squarely oM one side or the other of such a great question as the tariff question, or when he wholly ignores the whole Pacific coast in the composition of the house, for the direct purpose of in-flueni-ing legislation so as to meet his own peculiar views, lie is guilty of gross and unpardonable injus tice and favoritism, and shows himself unfitted for the honor wftich has been conferred up.,n him." - The strictures of the Chronicle are well taken., and the facts it states cannot be denied, forastudv of the committees will substantiate i e very- statement that it makes. There is no question whatever ti at Mr. Carlisle had particular refer ence to influencing legislation in ,iver of free trade when he made up (those committees, and that he entirely ignored this coast in all m uters in which we are interested. Our -representative, Mr. ller ' jna'n, who is not a new member and therefore could not be objected to on the ground of inexperience, is given places on only unimpor tant committees as fur as we are- concerned public hinds and -manufactures. On such committees as ve are particularly interested in he i.s. rigorously excluded. For in stance on the committee of river; and harbors t ie Atlantic coast states are fully represented, while this coast has but one representa tive, and that a new member fruin Califor.ua, instead of Mr. Her mann, an old and experience. I man in the business. In the im portance of this cua-u in that con nection there should have cer tainly been two members of that committee given to us. Under the peculiar economical measures Of the pOStOUice depalt- . ... L- .-I,., ested in the postoihce and post roads committee, but here aain this coast, which has sullVred the most thorough restrictions is en tirely overlooked. Indeed, tiie Pa cific coast wili have occasion to remember Mr. Carlisle's ffort to legislate bv coinnnttee makir.ir. Jons P. Irish says of the Cali fornia and Oreji-r! taihuad : "The California and Oregon railroad i the finejit scenic route on the con tinent. Its route thromzh the canyon of the simply exquisite. .Sacramento is.i T . , j it IS proposed to preserve the timber for a mile on each side c; i hat canyon, ere - atinjr a wark or reservation. This should be done by ail means." He could safely extend his remarks to include the O'-etron part of the route also. Two Chinamen, having the eu phonious names of Dan Lee and Phil Wing, have joined the Baptist church in New York state, having been formally baptized and ad mitted to the fellowship of the church. They are said to be the first Mongolians ever received into a church of this faith in the United States. At Fort Spokane the thermome ter has reached thirty-four below zero.
