The Tribal Building Official will be responsible for administering the Tribal Building Code Ordinance on all trust parcels. Sealed bids will be received on behalf of the Office of the Confederated Tribes of Grand Ronde by Pete Wakeland, at Tribal Governance Office, The Confederated Tribes of Grand Ronde, 9615 Grand Ronde Road, Grand Ronde, OR 97347, until the bid closing time of 2 p.m. local time on Feb. 3, 2012. The Confederated Tribes of Grand Ronde (CTGR) is proposing a recon struction and paving project for the Natural Resources Division parking areas and access road. Construction will include approximately 43,000 square feet of paving, new storm drain facilities and lighting for the park ing areas. All work will be conducted according to ODOT specifications, unless modified and according to special provisions. This project includes American Recovery and Reinvestment Act (ARRA) funding. The successful Contractor shall comply with all requirements of the American Recovery and Reinvestment Act of 2009, Pub. L.l 11-5 (ARRA) and the ARRA-related specifications and requirements of this contract. As the use of ARRA funding is conditioned upon following federal requirements, and as ARRA funding requirements and required contract provisions are still being developed and issued by the federal government, this Contract will be amended by Contract Change Order to make the pro visions consistent with the ARRA requirements as they become available. The Contractor and its subcontractors shall comply with all current and future requirements of the federal government and the State of Oregon while this Contract is in force. Contractor's Reporting Obligations under 2009 ARRA Federal Stimulus Funding - States must collect and analyze certain employment data for each ARRA funded contract. This Project is developed and operated with assistance under ICDBG and is subject to Section 7(b) of the Indian Self-Determination and Educa tion Assistance Act (25 U.S.C. 450e (b)). Section 7(b) provides that to the greatest extent feasible, preference shall be given to Indian organizations and Indian-owned economic enterprises in the award of all contracts and subcontracts. Preference must be provided in accordance with the require ments set forth in the Bid Booklet. The Contractor shall pay the wage rate and fringe benefits listed in the publication "General Wage Determination Issued Under the Davis-Bacon and Related Acts from the U.S. Secretary of Labor," in accordance with the requirements set forth in the Bid Booklet.
