The construction phase is substantial, requiring new power tran sm issio n lin es, a w ater source at the site, and other in frastru ctu re. D ecem ber o f 2013 is a projected time for the plant to come on-line. The p ro ject alm ost fell through this year, as the com pany had trouble finding addi tional financing and a purchas ing agreement for the power. Resource team approves M eanw hile, the R esource Management Inter-disciplinary Team approved the O regon B io en ergy B iom ass P lan t project assessment and attached mitigation, thereby creating the O regon B ioenergy B iom ass Plant Decision Document. The biomass plant decision document contains information regarding construction of the facility on a benchland south of Dry Creek. The 37-megawatt project will include a power plant and cool ing ponds covering approxi mately 90 acres, a new access road, a waterline beginning near the Deschutes treatment facil ity and ending at the biomass plant, a transmission line running from the facility to a site near Warm Springs Forest Product Industries mill, disposal of ash created by burning the biomass, The 37-megawatt project will include a power plant and cool ing ponds covering approximately 90 acres... and road improvements to Or egon Highway 26 and Tribal Road 3. The project was approved so the biomass plant and related facilities could be constructed and generate electricity for the power grid. The power plant will be a state of the art conventional steam plant designed for opti mum efficiency and reliability. A boiler from Energy Products of Idaho and a steam turbine from D resser Rand w ill be used for this project. Copies of the d ecisio n docum ent are available at the N atural R e sources office. Madras Students Asked to Write for State Encyclopedia Si talents at Madras High School will be working with The Oregon Encyclopedia (OE), to expand its online historical website at www.oregonencyclopedia.org. 1 his year, OE is reaching out to high school, community college, and university students and asking them to researchand write about local topics important to their communities. M adras I ligh Schools students — under the leadership of teachers, Courtney Lupton,Allen 1 lair and Catherine Sergeant - will participate in the program along with five other classrooms throughout the state. Through workshops led by OE staff, students will have “hands-on" experience with researching and writing as they learn about their own rich history. Students w ill visit local libraries and the Museum at Waim Springs archives, to support their historical research. The OE is a partnership between Portland State University (PSU), Oregon Council of the Tenders of English (OCTE), and Oregon Historical Society (OHS). The partnership between M adras High School and OE is possible through a grant from the federal Institute of Museum and Library Services through the Library Services and Technology Act administered by the Oregon State Library.
