Utility agrees to remove Klamath dams (AP) - T h e utility th at ow n s fo u r h y d ro e le c tric dams on the Klamath River has agreed to term s for their removal, a key milestone in efforts to restore w hat was once the third biggest salmon run on the West Coast and end decades o f battles over scarce water. PacifiCorp, the states o f O re g o n a n d C a lifo rn ia , American Indian tribes, fed eral agencies, irrigators and c o n s e rv a tio n g ro u p s a n nounced the draft agreement last week. Signing is expected by the end o f the year. A ctu al rem o v al is n o t scheduled to start until 2020, and depends on full funding o f the removal, a determination by the U.S. Secretary o f Interior that it will actually help salmon and is in the public interest, and authorization form Congress. “This agreem ent marks the beginning o f a new chapter for the Klamath River and for the communities whose health and way o f life depend o n it,” Inte rior Secretary K en Salazar said in a statement. “H ats o ff to all th e s ta k e h o ld e rs w h o have worked so hard to find common ground on one o f the m ost chal lenging w ater issues o f o u r time.” PacifiCorp will n o t bear the estim ated $450 million cost o f rem oving the dams. O regon has approved $180 million in surcharges on state ratepayers. A n o th e r $250 million depends on Califor nia approving general obliga-. tion bonds. ' “I f the federal govern m ent and the states o f Cali fornia and O regon sign onto this negotiated final settle m ent, then we will join with them and all the other stake h o ld e r g ro u p s th a t m ay choose to sign the agree ment,” PacifiCorp Chairman and C EO G reg Abel said.
