Council tackles challenging issues facing the tribes Aurolyn Stwyer Spilyay Tymoo Happy ‘ Simnasho Jhpresentdtive - In mi nairnoo-ma! My dear people^ T h an k you to the Simnasho District* for electing me as your representative for the Twenty-Fourth Tribal Coun cil. / As a ‘new-be’ with barely a month o f experience, I share the following highlights with you. There is an upcoming tribal member Adoption Referendum which requires at least 50 per cent o f the members fo yotfr in Order to qualify the., election. Please encourage those who are not registered to register at V i-' tal Statistics as well aS. tp ‘Get -put to Votef. / An additional área o f con cern has been the Tribal Coun cil and Committee travel policy, which was reviewed. N o action capie about to change it at this time. I believe that travel is neces sary in our work. However, it is disconcerting to receive a first quarter report o f $60,000 over expenditure o f the budget. The sidestepping o f this con cern must stop. ’ In light o f this, we had a dia logue about mandatory reports to reassure trust, communica tions, accountability, and ethics. In my capacity o f vice chair man, I attended a Tribal Infor mation Day at the state capitol where I addressed many Sfate. representatives and s ta ff on tribal matters. ■ ri We’ve had outstanding tribal leadership; therefore, our tribes’ are looked upon favorably by the Oregon statesmen and women. Ftir exam ple, C h ie f N elso n Wallulatum has completed his 48th year^on the Tribal Council. Wow! Enterprises The tribal enterprises have provided Quarterly rep o rts, mostly good/news with the ex ception o f the Forest Products Industry, which has encountered low prices /for lumber. O n the upside, our tribes are viewed as a leader in energy arid alternative energy innovation. Warm Springs Power Enterprise provides the mo§t kevenues,\as we pursue a biomass plant and wind energy— takingjadvantage o f federal and state incentives for green energy. Our casino development at Cascade L o ck s involves the Land Into Trust matter with the Department o f the Interior. The draft Environmental Im pact Statem ent is .under review at Washington, D.C., and we an ticipate the notice for five pub lic hearings to be held at Kah- Nee-Ta, Cascade Locks, Hood River, Portland, and Stevenson/ It is our sovereign right to support this ‘development as it will add to our economic health. In summary, we have faith that we can all work together to make our reservation safe, pro vide jobs, health care, housing, m aintain our W arm Springs^ Wasco, and Paiute tradition, and take care o f our precious land. We are scheduling time to Es tablish the Tribal Council priori- .ties that will serve as our guide for the 2008 budget process!" y My elder Tribal Council rep resentatives continue to remind us that along with our tribal rights are huge responsibility, i Nyl;v
