Senate, minority Republicans m aneuvered to outflank the Democrats on good govern ment measures. In the Senate, Democrats had proposed - and eventually passed, on a vote of 23-7 - a move to annual legislative ses sions. Proponents said moving to such a system, which is al ready in use in 44 other states, would give the public confi- depce that lawmakers could pro vide more consistent oversight of the sprawling state budget. “This is a statement to the public that we intend to do their work in a timely fashion,” said Sen. Rick Metsger, D-Welches. “We intend to set deadlines that we will meet, and they can hold us to those timelines to get this work done.” But Republicans staged an eleventh-hour revolt, arguing that Senate President Peter Courtney's move to suspend Senate rules and bring the pro posal to an immediate floor vote without public testimony was unprecedented. “We talked about a new day, new opportunities, a fresh start,” said State Sen. Bruce Starr, R- Hillsboro. “I am afraid that this is the wrong step.” Under the measure, which still has to be considered by the ■ %- 'i . House, the legislature would have to conclude this session by June 29, then meet again in Feb ruary of 2008, for a monthlong session. Republicans in the House also tried for the higher ground on a Democratic proposal to ban all gifts from lobbyists worth more than $10. Dennis Richardson, R-Central Point, even invoked new ly in stalled U.S. H ouse Speaker Nancy Pelosi, a Califor nia Democrat whom he said supports a similar "no gift" rule. State session opens with promises of bipartisanship SALEM. (AP) - Opening day of the Oregon Legislature fea tured standing ovations, gran diose pledges and handshakes all around. But when the ceremonies were completed, and legislators got down to business, bipartisan ship proved easier speechified than done. In both the House and the Head stone and memorial to shake hands with House Mi nority Leader Wayne Scott of Canby, to the bundle of red roses, accompanied by a tenta tive-looking hug, that Merkley gave to outgoing Speaker Karen Minnis, R-Wood Village, the Democrats' nemesis of the past two sessions. I was very upset at the time and I would just like to ap o lo gize for my wrongful actions. Again, I am sorry.
