College Events Take Too Much Of Preps' Time EUGENE m Paul Angstead, vice principal of Klamath Union High School, told the Oregon Assn. of Secondary School Principals' meeting hore that high school students gain good experience from Ihe activities on college campuses. But, he added, they lose too much school time. Angstead was head of a com mittee which surveyed Oregon colleges to determine the effect of college-sponsored activities on high school pupils. He said that 32 activities were sponsored last year, including speech, journalism and sports eventsj Charles Simpson, principal of Athena High bchonl, was installed as president of the organization. If they want mc to sing, I'll sing," Elvis said, "but f don't want to be From Its Inception In 1947, Presi dent Truman's loyalty program came under heavy attack from left-wing and Communist groups. One of the first attacks was sponsored by the United Public Workers of America (CIO), which hammered on tho theme that the entire program was a "witch hunt." There were the usual mass meetings, petitions, fund raising campaigns and e'forts to discredit the program and the FBI. "Who'll Investigate the Man Who'll Investigate You?" was the banner line on one pamphlet, Hiss Accused It was in this atmosphere that Ihe Hiss case exploded, shocking Ihe nation as no other case had before. Pudgy, rumpled Whittoker Chambers, a man with heavy jowls and heavy-lidded eyes, went before the House Committee on Un-American Activities in August, 1948, and confessed that he had been a member of the Communist Party from 1924 lo 1937. He said he had been a mem ber, also, of a Soviet espionage apparatus dealing in stolen United States government documents. As one of his partners in this work he named Alger Hiss, a brilliant young diplomatic star in the De partment of State before and dur ing the war years. The script was all wrong. The handsome young intellectual who had rubbed elbows with Ihe na tion's great men should have been pointing the finger of accusation at the unknown, secretive-looking Chambers. But this was type cast ing in the Hitchcock manner. As a dramatic stage play un folds with surprise following on surprise, so did the Hiss-Chambers' story. There were the denials by Hiss; the "confrontation" of Hiss by Chambers; Chambers' produc ing the State Department docu ments which he claimed were' handed over to him by Hiss to be given to Col. Boris Bykov, a Soviet agent; Hiss'' admission that four handwritten notes among the docu ments were in his own handwrit ing; and Chambers' uncovering of the "pumpkin papers," two strips of microfilm containing photo graphs of original State Depart ment documents and three rolls of undeveloped film. lllss Convicted Tho FBI's psrt in this contro versy was to investigate the ac curacy of the charges by Cham bers and of the denials made by Hiss. In all, 263 agents at one time or another worked on the in vestigation in 45 of the FBI's 52 field divisions. On Dec. 15, 1943, a federal grand jury in New York City indicted Hiss for perjury. His first trial re sulted In a hung jury, but in the second trial he was convicted and sentenced to serve five years on each of two counts. Actors and actresses who hope for Academy Award nominations used to just smile at everybody. In recent years the campaign has become more open, and "Marty" broke through the pretense last year with a record-breaking ad vertising campaign lor Oscar votes that paid off in top awards. This year the lid is off with players and studios paying up to S275 a page for volc-pitching ads in the motion picture trade papers. In fact, columnists get their names in Ihe ads almost as much as the stars. More critics arc quoted in Deborah Kerr's bid for voles for her role In "Tea and Sympathy" and in Mickey Hoon ey's earnest ad pointing out his fine supporting performance in "The Bold and Ihe Brave." Gory Cooper's try for an Oscar Is a full-page ad lisling raves from the critics for his performance in "Friendly Persuasion." Actor Suggests Himself Tommy Noonan kidded the en tire critic-quoting custom in his ad that said, "For the best sup porting perlormancc I nominate Tommy Noonan in 'The Ambassa dor's Daughter' Tommy Noon an." Sonic ads are paid lor hy (he players themselves, others by the studios which made tl.cir pictures. Dorothy Malonc got hers for free. An ad featuring her photograph says, "This ad bought and paid for by friends of Dnrolhy Malonc without her knowledge." Files In Evidence In all the controversy Involving the bureau and its operations, there was none which was worse. perhaps, than that which exploded in the government's espionage case against Judith Coplon in 1949. For 25 years. Hoover had Jeal ously guarded the integrity of the FBI's investigative files to protect informants and to protect Innocent persons from the embarrassment of unevaluatcd reports, com plaints, and 'nsinuations accumu lated in the course of an investi gation, or received In unsolicited letters and telephone calls. But in the Coplon case, Atty. Gen. Tom C. Clark overruled Hoo er and permitted government attorneys . to place In evidence documents from the "raw files" of the FBI to comply with a bench order bv Federal Judge Albert L. Reeves. Only a small portion ot the information In tho file was relevant to the government's case against Coplon. Much ot it would have been, tossed out as a matter of course. The FBI files were ndl euled as a storehouse of gossip and the trivia was given promi nence above all else. Hoover Explains In a letter lo his executive assis- tanls and to special agents charge of district offices, Hoover explained wnat linn nappencu: "... I urged the attorney gen era to seek a mistrial or a cita tion for contempt rather than pro duce these reports with consequent devastating harm to the mi s re snonsibility for internal security, as well as tne aisciosure oi as yci uncorroborated information in our files concerning individuals. The lirst knowledge I had that the reports had been introduced in evidence occurred alter they had been presented in court. The reports introduced h. evidence were selected by tne department and not bv the Bureau. . . , The Coplon incident nin more than anything else lo create a mis understanding as to now mo ruis "raw files" were assembled and were later developed into a fac tual report giving a rounded pic ture of a case. How Flics Set Up . file begins for any number of reasons for example, when some one makes a complaint, or a con fidential informant supplies infor mation Indicating disloyally or a violation of federal law. At this stage the information might he a case of mistaken identity, an ill formed suspicion, a line of scandal or a shocking charge of disloyalty backed by what purports to be documentary proof. The next step Is the investiga tion. Information Is supplied by confidential ' sources. Documents are assembled. 1 - - ' At this stage, the "raw file" may contain information that is false, trivial, or perhaps malicious. It also includes reports on adminis trative details in the Investigation, the investigative techniques used, and the identity of informants. For the Incomplete file to fall into anyone's hands at this stage would be damaging to innocent people and perhaps endanger the life of an informant. For these reasons, the FBI has refused ac cess to such files to outsiders. The results of Investigations a,re set forth in the agents' investiga tive reports. These are the reports containing tho Information which proves or disproves the allegations which brought about tho investigation. They are the refined product ot Ihe "raw files," supplying the in formation relevant to the prosecu- ' lion of a case or for use in loyalty hearing.
