Hoover Asks for More Men To Prevent Security Break Washington, June 21 U.B FBI Director J. Edgar Hoover told congreu Tuesday that he need! more manpower to combat Increasingly tricky subversives and prevent a security "break down." But he warned against "suppression and outlawing." In the FBI section of the u- tlce department's annual report to the house and senate, Hoover aald: "The Increasing stealth and deceit employed by subversives snake the work of the FBI in creasingly difficult and require more manpower and Ingenuity to secure the information which will prevent a breakdown of our domestic security.1 The FBI director told congress the difficulties "can well be realized when it is considered that subversives use fictitious names, meet under the cover of darkness and operate in a clan destine manner." Hoover said that until there is a national policy which will make "clandestine and under round activities unprofitable," the challenges to the FBI will continue. "Suppression and outlawing subversive organizations by leg islative enactment are not the answer," he said. "As a nation we need have no fears so long as actions of those residing within our shores are 'open and above board.' " Hoover detailed arguments previously voiced for not dis closing the identity of FBI un dercover agents who assist it in loyalty and the other investiga tions. He said the value ol pro tectlng the identity of such agents was proved in the trial of the 11 communist leaders in New York because premature revelation of their names would have ended their usefulness. The report covered the year nded June 3, 1949. Hoover said that during this period eai Investigated by the FBI resulted in 8,416 convictions. Hoover said that of all persons brought to court in FBI cases, 97.2 percent were convicted. He added that S3 .9 percent of these convictions were on pleas of guilty. Independence According to figures on the preliminary count released last week by Cornelius Bateson, census district supervi sor. Independence has a popula tion of 1,973. This is 803 more people than were listed here in 1940 and represents a gain of 43.9 percent. The 1940 popula tion was 1,372. . On the whole, Independence showed a greater percentage wise increase than the rest of the county. The county's popula tion now stands at 28,184 com pared to 19,989 ten years ago, showing a gain of slightly more than 30 percent Due to having college stu dents counted as residents for the first time, Monmouth's pop ulation jumped from 965 to 1,941, only 34 less than Inde pendence and doubling the 1940 figure. However, subtracting the approximately 350 college stu dents from that total would leave them a 44 percent gain- figure within a few decimal points of the Independence per centage of increase. The remainder of the county outside the city areas had a 1950 population of 14,477. These figures are substantial ly correct, but are subject to re vision after returns for non-residents are credited to their prop er locality and other routine checks have been made, About 100,000,000 trees can be raised from 2,300 pounds of Douglas fir seed under perfect conditions.
