As far as the state banking
board Is concerned tlia accusations
made by representatives ol the
Portland National bank against
Frank C. Brarawell have not be
come a closed Incident and a hear
ing will be bcld lu Salem, Thurs
day of this week at which persona
testifying must talk under oath.
Members of the board are unable
to understand a letter received
yesterday from Will B. Haines,
president of tho Portland bank, In
which 4ie said: "We desire to
thank you for the' favorablo con
clusion reached at the conference
last Friday whereby the Portland
National bank will be approved as
reserve depository for elate
banks." ,
No suck conclusion was reached,
members of the board say. On the
other hand, they declare, ail who
participated In tho Informal con
ference, including Mr. Hulncs,
agreed that a formal hearing
would bo called Thursday of this
week.
Tho Portland National bank
representatives charged that Bram
weil had arbitrarily refused to
grant that bank a charter to serve
88 a reserve depository for state
banlcs.
"If the charges lodged against
Mr. Bramwell aro true," sa lei Sec

"the banking board would be jus
tified in taking so mo action
against him. If the charges are
not true then tho board should
make a statement exonerating
him In the eyes of tho public. It
would not bo fair either to Mr.
Haines or Mr. Bramwell to allow
