After discussing the French debt and commenting generally on .' present conditions ana tenden cies.' the senator said; "If the most solemn and bind lng obligations are to be disre garded and especially upon mat ters of mere ma tor I al Interests, there Is no alternative in Interna tional affuirB but force. There will either be a reign of law or a reign of violence. Of course these reflections are not for France lione. I am speaking generally disregard of treaties la just as prevalent as disregard of law.
