The statement by Senator Borah
which caused a commotion in
Geneva apparently was a transla
tion of some general observations
made by the senator In the course
of a copyrighted article In the
Washington Sunday Star.
After discussing the French
debt and commenting generally on
.' present conditions ana tenden
cies.' the senator said;
"If the most solemn and bind
lng obligations are to be disre
garded and especially upon mat
ters of mere ma tor I al Interests,
there Is no alternative in Interna
tional affuirB but force. There
will either be a reign of law or a
reign of violence. Of course these
reflections are not for France
lione. I am speaking generally
disregard of treaties la just as
prevalent as disregard of law.
Whllo France donates the question
of meeting hor debt obligation, the
United States debates whether ahe
will live up to oer treaty and
century of earnest teachings rela
tive to the confiscation of the
property of forelguera. Both at
